About The Position

The Special Security Control Officer (SSCO) will assist with the daily administration of security services and provide support to US Government and Intelligence Community partners and special security stakeholders. This role serves as a DOE HQS Control Officer, supporting the intelligence pipeline by addressing and resolving security challenges managed by the DOE Office of Intelligence and Counterintelligence special security and CAP/SAP oversight enterprise office. The SSCO will assist primary security enterprise officers with security, accountability, and compliance requirements for accrediting special access facilities and sensitive security spaces. They will support and provide oversight in all aspects of security implementation and operation requirements for sensitive classified and controlled document accountability. The role involves reviewing and providing feedback on proposed security policies and standards, initiating written responses and correspondence to address operational problems, and developing training guidance to forecast security challenges and threats. The SSCO will provide security support, advice, and counsel to the Director of Security, Office of Intelligence and Counterintelligence (IN), and select officials. They will also provide advice and coordination within the DOE complex for the development and implementation of classified guidance for sensitive intelligence activities. The SSCO will represent the security division at interagency meetings, training sessions, and task force working groups. They will provide security support to accreditation inspections and compliance site visits of DOE SCIFs/SAPFs and special security spaces. The role includes analyzing security issues, conducting inquiries into reported infractions, and recommending corrective actions. The SSCO will analyze daily operations to forecast innovative solutions for emerging security issues and threats. They will assist with the development of security awareness and education programs and analyze eligibility, verify need-to-know criteria, and adjudicate access requests, conducting indoctrination and debriefing briefings.

Requirements

  • 3-5 years’ experience providing special security services
  • Working knowledge of US Government security principles, concepts, and methodologies relevant to supporting the daily administration of concentric security programs and high-level special assignments by performing work in the following sub-disciplines with minimal direction: Document Security, Personnel Security, Physical Security, Technical Security, Communications Security, Operational Security, Cyber Security, and Information Security
  • Associate Degree from an accredited university or college in a business, government, security management related field
  • Active DoD TS or DOE Q

Responsibilities

  • Assist with the daily administration of security services and provisioning of support to/from the US Government and Intelligence Community partners and special security stakeholders.
  • Serve as a DOE HQS Control Officer and support steward vital within the intelligence pipeline for addressing and resolving incoming security challenges managed by the DOE Office of Intelligence and Counterintelligence special security and CAP/SAP oversight enterprise office.
  • Assist primary security enterprise officers with the application of security, accountability and compliance requirements for accrediting special access facilities and sensitive security spaces designated to manage sensitive classified information and controlled materials.
  • Support and provide oversight in all aspects of security implementation and operation requirements for sensitive classified and controlled document accountability.
  • Review and provide substantive feedback of comprehensive evaluations of proposed security policies and standards.
  • Initiate written responses and directed DOE and IC correspondence to address and resolve operational problems and develop training guidance to proactively forecast unique security challenges to the integrity of the intelligence pipeline and potential threats to concentric protections of daily security operations.
  • Provide security support advice and counsel to the Director of Security, Office of Intelligence and Counterintelligence (IN) and select officials among the domestic Headquarters, Field Intelligence Elements and Laboratory security division partners and authorities concerning a range of security insights and compliance requirements.
  • Provide advice and coordination within the DOE complex in the development and implementation of classified guidance for sensitive intelligence activities concerning the daily administration of sensitive security programs and projects and controlled information and materials.
  • Represent the security division at DOE/DOE-IN and IC interagency meetings, training sessions and task force working groups responsible for policy clarification, implementation of protection systems, and other security-related developments that could directly impact DOE/DOE-IN energy and nuclear security and/or indirectly influence IC security operations.
  • Provide security support to periodic accreditation inspections and compliance site visits of proposed, current and renovated DOE SCIFs/SAPFs and relevant special security spaces to determine compliance with existing standards.
  • Analyze security issues and assorted notifications and conduct inquiries into reported infractions, violations and potential compromises of classified intelligence information prior to any recommendation of corrective actions or submission of an investigative report to the DOE-IN Director of Security.
  • Analyze daily domestic and foreign operations then forecast how best to apply innovative solutions to address and resolve emerging security related issues and potential threats to the stability of energy and nuclear security.
  • Assist with the development of security awareness and education programs for DOE/DOE-IN headquarters and laboratory security personnel relevant to improving security education and proper handling of sensitive intelligence, classified information and controlled materials managed by the DOE-IN special security enterprise.
  • Analyze eligibility, verify "need to know" criteria and adjudicate requests for special, exceptionally sensitive and otherwise restricted access submissions then conduct indoctrination briefings, facilitate debriefings and manage the daily general access and compliance requirements for all protections and proper handling of sensitive intelligence, classified information and controlled materials.
