About The Position

At Casa Esperanza Montessori Charter School, the Special Programs Compliance Manager/Specialist serves as a key leader responsible for ensuring compliance with all federal, state and local regulations related to Exceptional Children (EC) services, Section 504 services, and support for students with disabilities. This position ensures that all Individualized Education Programs (IEPs), 504 Plans, evaluations, reevaluations and related documentation are accurate, compliant, and completed within required timelines. This role also supports the implementation of best practices, monitoring systems, staff training, and compliance procedures that promote equitable access and positive student outcomes.

Requirements

  • Bachelor’s degree in Special Education or related field required
  • Valid North Carolina teaching and/or administrative licensure required
  • Minimum of 3 years of experience working with students with disabilities and/or special education compliance
  • Knowledge of IDEA, Section 504, FERPA and North Carolina EC policies and procedures

Nice To Haves

  • Master’s degree preferred
  • Experience with ECATS and compliance monitoring systems preferred

Responsibilities

  • Ensure compliance with all federal, state, and local laws and regulations related to IDEA, Section 504 and special education services
  • Monitor and ensure timely completion of referrals, evaluations, reevaluations, eligibility determinations, annual reviews, transition meetings, manifestation determinations and triennial reviews
  • Ensure all IEPs, 504 Plans, prior written notices, progress reports, and related documentation are accurate, complete and compliant
  • Maintain systems to monitor compliance timelines and service delivery requirements
  • Conduct regular audits of EC and 504 records to ensure compliance and accuracy
  • Support the implementation and maintenance of ECATS and other compliance management systems
  • Ensure all accommodations, modifications, supplemental aids, and related services are implemented as outlined in students’ IEPs and 504 Plans
  • Monitor service logs, accommodation implementation and progress monitoring documentation
  • Support EC teachers, case managers and general education staff in understanding and implementing compliance requirements
  • Provide guidance and training related to IEP development, compliance procedures, accommodations, progress monitoring and documentation expectations
  • Collaborate with school administrators, teachers, school psychologists, counselors, related service providers and families to support student success
  • Assist with the coordination and facilitation of IEP meetings, eligibility meetings and 504 meetings
  • Support onboarding and ongoing coaching for EC and 504 staff regarding compliance processes and best practices
  • Assist with the preparation and submission of required state and federal reports, including child count, exit reporting, indicator reporting and other compliance submissions
  • Support monitoring related to IDEA funding and compliance documentation
  • Maintain organized and confidential student records in accordance with FERPA and state guidelines
  • Analyze compliance data and identify areas for improvement in service delivery and documentation practices
  • Participate in compliance reviews, audits and corrective action planning as needed
  • Participate in ongoing professional development related to special education law, compliance, instructional practices, and service delivery models
  • Demonstrate professionalism, collaboration, organization and strong attention to detail
  • Maintain a student-centered mindset focused on equity, inclusion and access for all learners
  • Perform additional duties as assigned by school leadership
