About The Position

Hoplite Group is seeking a Special Operations Forces SME to support a U.S. Government Institutional Capacity Building (ICB) program. This role focuses on strategy development, conflict prevention, promotion of stability, and building partnerships. The position involves remote support within CONUS and forward engagements OCONUS. The level of effort is approximately 30-40 hours per month for non-travel months and 80-100 hours per month during engagement months, with additional support as needed post-engagement. The objective is to support the development and improvement of systems and institutions aimed at enhancing stability and security in conflict-affected areas.

Requirements

  • Retired O-5 / O-6 with U.S. Army Special Forces qualifications or U.S. Marine Corps Raider qualifications and experience in the AFRICOM Area of Responsibility (AOR).
  • 10+ years of knowledge of special operations capabilities, service interoperability, and operational integration from the tactical to strategic level.
  • 5+ years of experience supporting partner nation development of operating concepts and follow-on plans to support successful execution of Operational Plans (OPLAN) and Concepts of Operations (CONOP), including development of doctrine, Mission Essential Tasks, and training program design.
  • Extensive experience in civil-military engagement, institutional capacity building, and force professionalization.
  • Subject matter expertise in crafting and developing ‘whole-of-government’ approach in combating violent extremist organizations (VEO).
  • Subject matter expertise in regional partner integrations for communications, analysis, and production.
  • 2+ years of experience working at OSD, Joint Staff, Combatant Command, or Theater Special Operations Command (TSOC) special operations strategy/planning staff.
  • 2+ years of functional experience integrating Civil-Military Cooperation (CIMIC) concepts into Irregular Warfare (IW) doctrine or plans.
  • U.S. Secret Security Clearance required.

Responsibilities

  • Support development and improvement of systems and institutions aimed at enhancing stability and security in conflict-affected areas.
