About The Position

The mission of the State of South Carolina Department of Insurance is to protect and serve the insurance consumers by promoting a fair, stable, and competitive insurance market through regulation, education, and advocacy. This position is located in The Office of Legal, Legislative, and Regulatory Affairs. The purpose of this position is to investigate complaints or other violations of the South Carolina insurance laws. This position also serves legal documents and conducts limited background checks.

Requirements

• Bachelor’s degree and experience conducting criminal or civil investigations, or performing other law enforcement duties. Law enforcement/investigative experience can be substituted for a degree.
• Must have a valid SC driver’s license.
• Must be able to work at times under minimal supervision, with some independence but with a high degree of competence.
• Must be able to work in a team setting, at times under stressful situations, be able to travel frequently within state and at times overnight.
• Must have demonstrated knowledge of: personal computers and software; and investigation policies and procedures.
• Skills and abilities must include problem solving, decision making and planning, verbal and written communication, interviewing witnesses.
• Must have the ability to analyze facts & reach sound conclusions; ability to present clear, concise & comprehensive written & oral reports; ability to testify in criminal trials or administrative hearings; ability to establish & maintain relationships with officials; claimants, attorneys, witnesses, governmental agencies, industry representative, & the general public; ability to respond professionally during stressful situations.
• Must have knowledge of the laws, rules & regulations applicable to the job; knowledge of investigative techniques, principles & practices; ability to evaluate evidence & conduct investigations; knowledge of rules of evidence.

Responsibilities

• Conducts thorough investigations, collects and evaluates evidence concerning alleged violations of the insurance laws.
• Contacts and interviews consumers, industry representatives and members of the public with regard to investigations.
• Prepares and submits written oral reports on investigations.
• Upon completion, makes recommendation for final action to the Senior Associate General Counsel and/or associate attorney assigned to review his files.
• Provides monthly progress report on investigative activities and significant investigative matters to the Investigations Unit Supervisor and Reviewing officials.
• Establishes and maintains effective working relationships with State, Local, and Federal Law Enforcement.
• Provides assistance to upper-level management upon request.
• Perform related duties as required.
