About The Position

The purpose of this job is to enforce penalties provided by law against individuals violating chapter 138 or commission regulations, making necessary investigations for this purpose pursuant to MGL Chapter 10 §72, and performing related work as required.

Requirements

Ability to complete the Massachusetts Police Training Committee Reserve Police Academy, including constitutional law, criminal law, criminal procedure, first aid, CPR, and the use of force, firearms safety, handling, and qualification.
Ability to operate a motor vehicle and possession of a valid Motor Vehicle Operator's License from Massachusetts or another state.
Ability to establish rapport with persons from different ethnic, cultural, and/or economic backgrounds.
Ability to use investigative techniques to obtain information in accordance with established procedures, through examination of records and documents, as well as through interviews and observations.
Ability to develop and maintain an in-depth knowledge of state statutes and regulations, and to apply and explain said statutes and regulations.
Ability to analyze and determine the applicability of data, to draw conclusions, and to accurately report information and make appropriate recommendations.
Ability to write concisely, express thoughts clearly, and develop ideas in logical sequence.
Ability to properly prepare and present a report of alleged violation of law before the Commission or Local Licensing Authorities.
Ability to develop and maintain familiarity with administrative law and procedure, as well as to testify, examine, and cross-examine witnesses before the Commission.
Ability to work independently, as well as in a team, and to adhere to the Investigation and Enforcement Division Policy and Procedure Manual.
Ability to exercise discretion in handling confidential information.
Ability to maintain a calm manner and a command presence in stressful, volatile, or emergency situations, as well as physically defend yourself.
Ability to walk, stand, or drive a motor vehicle for prolonged periods of time and distance, as well as to move or carry up to seventy-five pounds.
Ability to proficiently utilize MS Word, Excel, Outlook.
A Bachelor’s degree granted by an accredited college or university.
OR Two years of investigatory or law enforcement experience, or an equivalent or related field.
Ability to lift up to 10 lbs.
Ability to sit for extended periods of time.

Responsibilities

Enforce the Liquor Control Act (MGL Ch. 138), Commission Regulations (204CMR), and related laws of the commonwealth.
Investigate licensed premises engaged in the manufacture, sale, transportation, exportation, importation, keeping, or storage of alcoholic beverages to determine compliance with governing laws, rules, and regulations.
Investigate the unlawful manufacture, sale, transportation, exportation, importation, keeping, or storage of alcoholic beverages.
Collect relevant information and evidence through observations, surveillance, electronic intelligence databases, administrative searches, and interviewing suspects and witnesses.
Develop investigative case files and databases.
Write reports and affidavits relative to the findings of investigations.
Report and present investigation results to the Chief Investigator.
Prosecute alleged violations of laws and regulations before the commission.
File criminal complaints and affidavits, and present testimony in the district courts of the commonwealth.
Enforce the Liquor Control Act at large sports and concert venues throughout the commonwealth.
Execute powers of arrest to enforce penalties against any person or entity, both within and outside the legal liquor industry, who violate the Liquor Control Act.
Coordinate joint investigations with local, state, and federal law enforcement officials.
Investigate assigned license applications, including new licenses, license transfers, manager changes, license pledges, changes of licensed location, and alterations of licensed premises.
Develop and maintain communications with municipal, state, and federal law enforcement agencies.
Develop and maintain communications with the Office of the Attorney General, the Department of Public Safety, the Registry of Motor Vehicles, the Department of Public Health, and regional community coalitions.
Present training classes in the enforcement of the Liquor Control Act to municipal, state, and federal law enforcement agencies.
Present training in the proper filing of license applications to municipal licensing authorities and licensees.
Coordinate and manage Division administrative matters as directed by the Chief Investigator.
