About The Position

Summary/Objective The duties of the position include determining participant income, rent and completing other required transactions in support of the administration of HAC’s Leased Housing programs. The Special Initiatives Manager is responsible for special initiatives as determined by the Sr. Director of LHD. Examples of these special projects and initiatives may include substituting for open positions within the department, managing caseloads of special programs, supporting data collection or reporting, assisting with software changes, providing training and support to colleagues. Essential Functions Maintain EV, Portability, and Cape Cod Supportive Housing Caseload. Maintain current and working understanding of applicable state and federal policies and regulations. Assist clients with all procedures necessary in maintaining their program participation, including lease ups, recertification, and interim income adjustments, changes in family composition, move-outs, transfers, inspections, evictions, and other procedures. Maintain current and working understanding of applicable state and federal policies and regulations. Maintain current and working understanding of HAC's internal procedures and policies to effectively administer the programs. Complete annual utility allowance survey Coordinate with Sr. Director of LHD regarding special reporting and/or data review Meet all deadlines to ensure compliance with regulations. On-going monitoring of status’ recorded in database to ensure compliance with EOHLC standards (OTC, suppressions etc.) Accurately report client data on HUD Form 50058s. Ensure error rates fall below EOHLC benchmark requirements. Work in cooperation with inspectors to ensure timely annual inspections. Investigate complaints of client program violations and manage voucher termination procedures. Additional Duties Encourage participation in the FSS programs and similar programs offered Maintain client files as prescribed by EOHLC Follow verification hierarchy as prescribed by EOHLC Attend meetings, training, and workshops as required, including weekly staff meetings. Educate clients on HAC programs and resources. Work cooperatively with other HAC departments, other RHN agencies, and service providers to achieve client housing goals. Required Qualifications, Education, and Experience Exceptional organizational and time-management skills, strong written communication skills, the ability to meet deadlines, be able to comprehend and utilize complex program regulations and procedures and be sensitive to confidential issues and to the needs of households with low-income.
