About The Position

The Hearing Division exercises the Commission’s authority to hold public hearings and arbitrations on matters involving the regulation of public service corporations and the sale of securities. It includes Docket Control, responsible for the Commission’s filings and record-keeping. This Special Assistant to Commission is a high-level, expert resource to the Administrative Law Judges who preside over rate and other cases.

Requirements

  • Knowledge of utility ratemaking theories and rate design, and skills in analyzing regulatory theory, policy, and law.
  • Expertise in interpreting and analyzing a wide range of critical, complex, and technical financial, economic, and accounting data.
  • Knowledge of applying Generally Accepted Accounting Principles (GAAP) and Generally Accepted Auditing Standards (GAAS).
  • Expertise in interpreting and analyzing rate case filings, financial statements and general ledgers, audits, and transfers of Certificates of Convenience and Necessity including sales and merger agreements.
  • Advanced skills in using MS Office computer applications, including spreadsheets, databases, and word processing; and using data to create complex ratemaking schedules and spreadsheets.
  • Ability to identify and advise Administrative Law Judges and Commissioners on a wide rage of critical, complex, and technical financial, economic, accounting, and regulatory theory and policy issues.
  • Ability to explain and support recommendations clearly in writing and verbally, including in a public setting.
  • Ability to work independently and manage and prioritize a workload comprised of multiple matters with overlapping deadlines.
  • Successful completion of a background/reference check and confirmation of any degrees/certifications.
  • Disclosure of any interests in regulated entities and divestment of any prohibited interests.
  • Successful completion of the Electronic Employment Eligibility Verification Program (E-Verify).

Nice To Haves

  • Bachelors Degree in accounting, economics, or business administration is highly desired.

Responsibilities

  • Helping the Administrative Law Judges in timely preparation of Recommended Opinions and Orders, and preparation for hearing.
  • Assisting the Commissioners in their deliberative process and decision making.
  • Performing in-depth analysis of public utilities applications and case filings.
  • Scrutinizing spreadsheets prepared by parties and verifying mathematical calculations therein.
  • Preparing accurate spreadsheets for the Administrative Law Judges’ use.
  • Identifying and summarizing issues for the Administrative Law Judges.
