About The Position

This position is a proposal and is located at Wright-Patterson AFB, OH. The contractor shall research, develop, test, and deliver tools, techniques, and/or procedures to improve product effectiveness and image quality using MATLAB or other Government-approved software suites, state-of-the art image processing techniques, and sensor knowledge, as prioritized by the Government technical monitor. The contractor will develop and execute test procedures, provide test results and validation evidence using representative Government-provided datasets to demonstrate correct operation and characterize impacts to image quality and product performance. File output must be in standard formats including, but not limited to, TIFF-PL, HDF5, and NITF, in accordance with Government specified formatting profiles and metadata requirements. Documentation of all computations, processing steps, parameters, assumptions, and limitations is required to ensure repeatability and traceability. Configuration-controlled releases including source code, dependency/build instructions, and release notes must be provided. The contractor shall deliver algorithm description documentation, source code, and a user’s manual (with installation/quick-start guidance) for each capability, develop and provide training for any delivered processing tools, and deliver all products to NSIC for Government final acceptance testing. Technical assistance and defect resolution for Government acceptance and implementation are also required. All work must be performed on site and coordinated with the Government technical monitor in accordance with applicable security and network policies. The contractor shall design and develop software to post-process electro-optical (EO) data at various levels of fidelity, including empirical studies and results, proof-of-concept EO processing prototypes, operational EO techniques, and transition paths to other data environments and customers/consumers.
