About The Position

Dominion Energy is seeking a Sourcing Specialist to join their Supply Chain Management team. This role can be filled at the Associate, Mid-level, or Senior level depending on the candidate's qualifications. The position is located at the Innsbrook office in Glen Allen, VA. The role involves conducting spend analysis, identifying suppliers, managing requests for proposals, analyzing supplier proposals, coordinating risk reviews, negotiating terms and conditions, and administering contracts. The specialist will also focus on identifying and building relationships with diverse suppliers and implementing process improvements. For nuclear-related roles, an advanced understanding of nuclear safety-related parts procurement and associated regulations is required, including working with other utilities for emergent parts and resolving corrective action issues. The position requires cradle-to-grave sourcing, including competitive bid facilitation and collaboration with various departments like Legal, Auditing, Corporate Risk, and Tax. Additionally, the role involves emergent 24/7 rotating coverage for after-hours, weekends, and holidays to support customer needs, including outages and emergencies.

Requirements

  • Associate Sourcing Specialist: 0 - 2 years related experience.

Responsibilities

  • Conducts major spend analysis by supplier, commodity, or service.
  • Identifies potential suppliers.
  • Manages, develops and issues requests for proposal with complex pricing tables.
  • Analyzes supplier proposals including safety performance.
  • Coordinates legal, insurance, environmental, and credit risk reviews, and performs net present value analysis.
  • Negotiates prices, delivery, insurance, performance, penalties, issue resolution, escalation, terms and conditions, and intellectual property agreements.
  • Handles every step of the procurement process, to include contract administration functions through the completion of the project.
  • Identifies, obtains, and documents cost improvements for purchased materials and services from supplier, through negotiation, innovation, and continuous management.
  • Effectively establishes and manages material and services contracts using data analytics to leverage price, volume, efficiency and automation opportunities.
  • Demonstrates strong focus on identifying & establishing productive business relationships with diverse suppliers.
  • Develops and administers measurement tools on contract basis.
  • Performs trend analysis, and identifies and implements process improvements.
  • Analyzes all cost and process aspects of assigned spend and commodity.
  • Analyzes supplier proposals and identifies measurable cost savings and other soft benefits.
  • May lead cross-functional sourcing initiatives, including the development and implementation of complex sourcing strategies.
  • Demonstrates advanced understanding of nuclear safety-related parts procurement and the requirements and regulations of 10CFR50 APPENDIX B & 10CFR21 APPLICABILITY associated with nuclear parts quality (for nuclear roles).
  • Works with other utilities to acquire emergent critical parts required for forced and planned outages (for nuclear roles).
  • Resolves issues associated with nuclear corrective actions with ability to compose an acceptable response necessary for close out (for nuclear roles).
  • Resolves issues associated with nuclear corrective actions with ability to provide a detailed response outlining cause and resolution to avoid future occurrence (for nuclear roles).
  • Facilitates competitive bids.
  • Works with groups such as Legal, Auditing, Corporate Risk, and Tax regarding negotiation of terms and conditions, purchase order award, invoice discrepancies, and supplier management.
  • Provides emergent 24/7 rotating coverage after-hours, weekends, and holidays to support customer needs including outages and emergencies.
