About The Position

Phillips is seeking a strategic architect for its service sourcing ecosystem within a mission-critical government operations environment. This role involves planning and executing a sophisticated sourcing strategy to enhance vendor relationships, optimize pricing and delivery, and achieve high customer satisfaction. The position operates at the intersection of market trends and organizational needs, ensuring procurement decisions align with industrial best practices and regulatory compliance. The Sourcing Manager will manage internal processing systems, including CRM workflows, purchase orders, and sourcing critical repair parts. A key aspect of the role is navigating the Federal Acquisition Regulation (FAR) and serving as a liaison for subcontractors, managing onsite assessments, preventative maintenance, and corrective repairs. The role requires forecasting resource allocation and providing rapid follow-up to ensure continuous operations. Additionally, the manager will be responsible for technical oversight, accurate and timely submission of contract data requirement reports, representing the mission in customer meetings, and collaborating with internal teams on maintenance schedules. Safeguarding the quality of work and maintaining purchase orders, statements of work, change orders, and agreements at the highest level of excellence are crucial. Requirements

  • 5 or more years of purchasing and sourcing experience, preferably for industrial or manufacturing industries.
  • Knowledge of US government procurement operations, including contract types (FFP, IDIQ, Cost Plus, etc) and regulations (FAR, GSAR, etc).
  • Strong Microsoft Office skills (Excel, PowerPoint).
  • D365 and ERP experience.

Nice To Haves

  • Military or government experience is a plus.
  • Budgeting, cost accounting and financial analysis skills a plus.

Responsibilities

  • Plan and execute a sophisticated, strategic sourcing strategy.
  • Optimize pricing and delivery schedules through negotiation.
