About The Position

The SOTO Mission Analyst (CRSC Claims) supports the Human Resources Command Combat Related Special Compensation (CRSC) program by reviewing and processing CRSC claims impacted by the reversal of the six-year barring statute. The position is responsible for ensuring accurate determinations, timely processing, and compliance with all applicable laws, policies, and contract performance standards.

Requirements

  • Functional knowledge of applicable laws, Department of Defense (DoD) policies, and CRSC Standard Operating Procedures (SOPs).
  • Ability to understand and interpret military and medical terminology and acronyms.
  • Demonstrated logical reasoning, analytical, and written communication skills.
  • Active National Agency Check with Inquiries (NACI) security eligibility and adherence to internal security policies and procedures.
  • Working knowledge of performance standards as outlined in the Performance Work Statement (PWS).
  • Demonstrated knowledge and application of CRSC regulatory and program guidance.
  • Maintains 100 percent accountability of assigned claims.
  • Proficiency in applicable Army systems, including Joint Legacy Viewer (JLV), Veterans Benefits Management System (VBMS), and iPERMS.
  • Meets or exceeds daily production requirements in accordance with established performance standards.
  • Minimum of 300 CRSC cases per quarter or 1,200 cases annually.
  • During the initial 30-day period: Process a minimum of 5 cases per day or 100 cases per month.
  • After the initial 30 days, production increases to 8–10 cases per day, based on experience and proficiency.
  • Timeliness: 95% of cases processed in accordance with PWS Part 5 timelines.
  • Accuracy: 95% of cases completed without error upon initial review.
  • Completeness: 95% of cases fully complete upon submission.

Responsibilities

  • Review previously submitted CRSC claims to determine whether awarded conditions are impacted by the reversal of the six-year barring statute.
  • Conduct comprehensive claims research using government systems and authorized data sources.
  • Prepare and generate accurate decision letters in support of claim determinations.
  • Process claims in accordance with established contract quality, timeliness, and performance requirements while exercising professional judgment and discretion.
  • Ensure strict compliance with HIPAA regulations, including proper handling and disposal of sensitive documentation not required for CRSC determinations.
  • Accurately enter claim decisions into the Soldier Management System (SMS).
  • Conduct peer reviews of processed claims to ensure consistency, accuracy, and overall quality of deliverables.
  • Perform other duties as assigned in support of mission requirements.
