About The Position

ICF is seeking an experienced and driven Solutions Architect to support mission-critical initiatives for the Defense Counterintelligence and Security Agency (DCSA). In this role, you will design and oversee secure, scalable technology solutions, providing architectural leadership across applications built with Java, Kotlin, and TypeScript, leveraging Oracle and SQL Server databases in AWS GovCloud environments. You will partner with technical and business stakeholders to ensure solutions align with mission objectives, security requirements, and enterprise architecture standards. This Solution Architect will become a trusted advisor for clients in technology strategy, IT Engineering, Service Management, and participate in building POCs, prototypes and modernizing web-based applications. Provide guidance in management of a variety of SaaS technology platforms. Work with technical leadership and other architects to develop and promote technology best practices, standards, and collaborate with other service delivery teams. The ICF team works closely with clients and other contractors to ensure the performance and reliability of public-facing, mission-critical applications.

Requirements

  • Bachelors Degree
  • 8+ years of experience leading technology consulting engagements with clients
  • 8+ years of experience developing solution architecture, enterprise architecture artifacts
  • Experience leading an ATO in an IL-4/IL-5 DoW environment
  • 3+ years of experience in building and deploying applications to AWS Cloud.
  • 3+ years of experience implementing IaC using Terraform
  • Active Top Secret Clearance (Interim TS will be considered)
  • Experience in building full-stack applications using languages like - Java, PHP, JavaScript, Python technologies
  • Experience with modern frameworks like Node.js, React JS, Angular

  • Manage relationships with technology vendors and partners, helping evaluate new platforms, align capabilities with client needs, and collaborate on opportunity shaping, solution development, and go-to-market strategies.
  • Experience with software development working in Agile and Scaled Agile teams.
  • Experience and application of practices such as microservices architecture, serverless architecture, and automated testing.
  • Knowledge of web services, related standards, distributed architectures design patterns, and best practices.

Responsibilities

  • Develop technology strategy in close collaboration with Federal executives, business SMEs and key stakeholders.
  • Build professional trust relationships and establish personal rapport with business stakeholders to better understand their concerns and business mission.
  • Lead meetings with senior client leadership and stakeholders to discover current state, business processes, requirements and pain points and understand aspirations, business mission and goals.
  • Work directly with clients, vendors, subcontractors, and team members to determine business needs and develop solution approaches, architecture and strategy to address key challenges.
  • Develop governance, operating models, CONOPS, and processes to support the business mission.
  • Develop prototypes and proofs-of-concept utilizing a variety of data / technology platforms, low-code/no-code platforms.
  • Define key considerations, evaluate new technology platforms, perform analysis of alternatives based on well-defined processes and present findings to technical as well as non-technical audience.
  • Document as-is, and to-be architecture diagrams and business process flows and flow charts, decision trees.
  • Take ownership of cross-team initiatives that drive coordination, collaboration, and alignment across contractor teams, internal stakeholders, and delivery partners to ensure shared priorities, clear communication, and successful execution.
  • Actively participate in project discussions and team meetings (e.g., daily standups, reviews).
  • Perform hands-on coding and infrastructure work as required.
  • AWS Solutions Architect certification.

  • The pay range for this position based on full-time employment is : $119,323.00 - $202,850.00 Nationwide Remote Office (US99)
