About The Position

This is skilled manual work in the operation of off-road complex heavy equipment, a major portion of the time in the Solid Waste Division. The work requires adherence to strict guidelines, policies, and operating procedures, with a moderate amount of independent judgment. Duties are fairly specific and checked frequently by a supervisor. The employee is in a non-supervisory class but may serve as a lead worker or instruct co-workers. Contact is made with staff concerning equipment repairs and material pick-up, with vendors and suppliers, and with users of landfill, Rural Waste Collection, and recycling drop-off sites.

Requirements

  • Completion of the eighth grade or an equivalent.
  • Two years of similar or related work experience.
  • Requires a CDL Class "B" operator's license.
  • Knowledge of reading and arithmetic.
  • Knowledge of the occupational hazards and necessary safety precautions in the operation of equipment assigned.
  • Knowledge of the components, parts, operating principles and maintenance requirements of equipment assigned.
  • Knowledge of solid waste screening requirements.
  • General knowledge of stormwater control and excavation regulations.
  • Ability to pay close attention to details.
  • Ability to calculate and maintain simple records accurately.
  • Ability to follow oral and written instructions.
  • Ability to lift and push up to 50 pounds.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to read an equipment operational manual, instructions sheet or written rules and procedures.
  • Ability to operate equipment requiring manipulation of multiple controls, where eye/hand/foot coordination is essential for safe and productive operations.
  • Ability to issue assignments and directions.
  • Ability to make independent judgments in the absence of supervisor.
  • Ability to coordinate hands and eyes accurately in operating vehicles and hand held equipment.

Nice To Haves

  • A high school diploma may substitute for one year of the required experience.
  • Waste Screening and Identification Certification from the University of Florida TREEO Center is preferred.
  • Landfill Operator's Certification from the Solid Waste Association of North America-University of Florida TREEO Center is preferred.

Responsibilities

  • Operates and maintains a variety of heavy equipment and transport trucks such as off-road dump trucks, crawler-tractors, roll-off trucks, track and wheeled excavators, front-end loaders, and road graders.
  • Performs complete pre- and post-operation equipment inspections.
  • Cleans heavy equipment and trucks.
  • Prepares work orders for needed equipment repairs.
  • Completes equipment maintenance and performance logs.
  • Ensures on-site safety by monitoring the work area for safety compliance, documenting and reporting accidents, injuries, incidents, hazards, and unsafe practices, and reviewing operating manual procedures.
  • Provides manpower support and may assist in instructing new equipment operators.
  • Serves as temporary back-up to division personnel, potentially operating a roll-off truck or a transporter truck.
  • Manages traffic control and maintains yard waste and waste tire disposal areas at the Solid Waste Management Facility.
  • Operates Roll-off and front load trucks to haul and empty waste containers for the Rural Waste Program.
  • Uses a front-end loader to maintain yard debris piles at Rural Waste sites.
  • Monitors work areas for prohibited or hazardous materials and for environmental compliance.
  • Cross-trains to stand in for Rural Waste attendants.
