About The Position

The Solid Waste Manager is responsible for managing all aspects of the Solid Waste, Solid Waste Fleet (Vehicle Maintenance), and Solid Waste Building Maintenance. This position reports directly to the Village or his designee and is Exempt from FLSA. The role requires considerable initiative, independent judgment, and the ability to work with others to accomplish program goals. The Solid Waste Manager directs the operations of the Solid Waste, Solid Waste Fleet, and Solid Waste Building Maintenance, including administration, budget, and personnel. Primary focus is to plan, manage, schedule, and oversee vehicle and computer replacement programs, capital improvement projects, and directs the operations of the Solid Waste Department including transfer station, collections of solid waste, yard waste, transfer and hauling, and recycling routes. This position develops and implements policies and procedures to advance the department's mission, goals, and objectives, and determines and recommends staff and equipment levels needed to effectively provide services.

Requirements

  • Bachelor's Degree in Business, Public Administration or related field, with two years supervisory experience preferred.
  • OR associate's in business administration, with four years supervisory experience required.
  • Must obtain appropriate solid waste related certifications such as but not limited to a Transfer Station Operator Certification within one year from date of hire.
  • Must be able to pass regular criminal history checks.
  • Must possess and maintain valid New Mexico motor vehicle operator’s permit of appropriate classification and endorsement as required.
  • Must agree to maintain a satisfactory MVR and minimum requirement of insurability as required by law.
  • Knowledge of Ruidoso Municipal Code, State and Federal laws pertaining to solid waste.
  • Knowledge of State and Municipal statutes and codes relating to solid waste, fees, and purchasing.
  • Knowledge of Principles and practices of capital improvement project management and coordination.
  • Knowledge of Solid Waste Department policies and procedures.
  • Knowledge of Safety policies and practices for working in the public right-of-way.
  • Knowledge of Village of Ruidoso Personnel rules, regulations and policies.
  • Knowledge of General public administration principles and practices including budgeting, strategic planning, project management, and employee supervision and training.
  • Knowledge of solid waste operations and techniques, such as development of efficient routes, proper placement of containers, maintenance of property including equipment and vehicles.
  • Excellent communication and organizational skills required.
  • Ability to possess demonstrated ability of personal computer operations within a Windows Microsoft environment, including Word, Excel, and Outlook.
  • Ability to manage the day-to-day operations of a Solid Waste, Fleet, and Building Maintenance.
  • Ability to analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.
  • Ability to analyze and assess programs, policies and operational needs and make appropriate adjustments.
  • Ability to make fair and concise decisions.
  • Ability to understand and carry out instruction and procedures with minimal supervision.
  • Ability to balance a variety of duties, prioritize, and meet deadlines.
  • Ability to interpret and apply applicable Federal, State and local policies, laws and regulations.
  • Ability to understand and interpret complex statutes, ordinances, regulations, standards, and guidelines.

  • Ability to establish and maintain routine working relationships with citizens, public officials, outside agencies, businesses, and employees.

Responsibilities

  • Directs the operations of the Solid Waste, Solid Waste Fleet, and Solid Waste Building Maintenance.
  • Create and Maintain vehicle and computer replacement program for the department.
  • Coordinates with Forestry Department for brush removal.
  • Evaluates and responds to customer complaints and billing concerns.
  • Responds to and notifies Code Enforcement Officer of violations of Village of Ruidoso ordinances as it pertains to solid waste.
  • Reviews the Village of Ruidoso solid waste and yard waste needs.
  • Reviews all departments scheduling of personnel and support staff.
  • Develops reports for Management and Council.
  • Assists in rate development.
  • Develops and implements policies and procedures to advance the department's mission, goals, and objectives.
  • Creates and reviews policies and or procedures for Solid Waste and its operations.
  • Manages the department’s safety issues, personnel, ordinances, and procedures.
  • Hires, evaluates, promotes, disciplines, and terminates employees following established procedures and policy.
  • Guides and develops employees in the accomplishment of their duties and professional growth.
  • Determines and recommends levels of staff and equipment needed to effectively provide services to the Village.
  • Prepares and monitors department's annual budget.
  • Demonstrates leadership, independent thinking, and responsiveness.
  • Responsible for accurate completion and review of all performance evaluations of staff supervised by this position.
  • Writes and processes Requests For Proposals (RFP), Bids, grant applications, contracts and other documents as assigned and monitors associated documents and reporting requirements through completion.
  • Establishes and directs the VOR’s recycling program.
  • Handles and oversees the resolution of departmental problems.
  • Notify the Deputy Village and/or Village of any real or perceived problems.
  • Ensure employee time sheets are submitted accurately and timely on a bi-weekly basis and that FLSA rules are being followed.
  • Ensure compliance with the Village’s procurement policy and procedures.
  • Attend meetings, trainings, and workshops as required or necessary.
  • Ensures that any on-the job injury is reported immediately and followed up with appropriate forms and actions.
  • Reports any suspected fraud and/or abuse to the Deputy Village or Village.
  • Ensures any reports of harassment are immediately reported and appropriate actions are taken.
