About The Position

The Office of Management Information Systems (OMIS) administers the computer-based management systems across the ODH enterprise. The office is responsible for maintaining ODH computer networks and servers and for the development and implementation of strategies that support the current and future technology needs of the agency. We are seeking a Software Development Specialist 1 to to develop and/or modify programs for computer applications, perform testing and debugging and assist with analysis and design. The primary technology for this position is .NET Framework. This position will: Read, write, extract and/or report from individual file(s) Create and/or modify existing program modules Use report generators, data manipulation tools, data query tools, program tracing/debugging tools, software development tools and versioning tools as Write test cases and/or scripts for unit and systems testing with minimal to no supervision Create or set-up test data for performing test scenarios Debug and revise programs when unit and system tests do not produce desired results Assist in post production support of business applications, which may include routine maintenance and enhancements and the need to perform research to aid in troubleshooting software production errors Assist higher-level software developers in the development of application related training materials and software user-guides Software Development Specialist 1 About Us: Our mission at the Ohio Department of Health (ODH) is advancing the health and well-being of all Ohioans. Unless required by legislation, the selected candidate will begin at Pay Grade 33, Step 1 of the union (OCSEA) Pay Range Schedule ($33.52 per hour), with an opportunity for pay increase after six months ($35.15 per hour) of satisfactory performance and then a yearly raise thereafter.

Requirements

  • 36 mos. combined work experience in any combination of the following\: developing and/or modifying programs for computer applications, performing testing and debugging and assisting with analysis and design including 12 mos. work experience in the primary technology as specified by the agency position description & job posting.
  • completion of associate core program in computer science or information systems AND 18 mos. combined work experience in any combination of the following\: developing and/or modifying programs for computer applications, performing testing and debugging and assisting with analysis and design including 12 mos. work experience in the primary technology as specified by the agency position description & job posting.
  • completion of undergraduate core program in computer science or information systems AND 12 mos. combined work experience in any combination of the following\: developing and/or modifying programs for computer applications, performing testing and debugging and assisting with analysis and design including 12 mos. work experience in the primary technology specified by the agency in the position description & job posting.
  • equivalent of minimum class qualifications for employment noted above.

Nice To Haves

  • Undergraduate or advanced degree in Computer Science or Information Systems
  • Experience with writing automated tests with Playwright &/or Selenium
  • Experience in software testing & implementation processes (e.g., User Acceptance Testing, Source Control Management)
  • Experience using Azure DevOps to document test cases and project progress throughout the SLDC
  • Experience using Git as a software repository
  • Experience with writing SQL queries using tools such as SQL Server Mgmt. Studio
