About The Position

Parsons is seeking a Principal Python Developer to provide vision, direction, and technology ideation for critical capabilities within Parsons’ support to cyber operations and systems for USCYBERCOM. This individual is responsible for making key decisions that relate to continuous improvement within areas of technical operations.

Requirements

  • 10+ years of software development experience, with demonstrated experience in exploit/CNO tool development.
  • 5+ years of experience utilizing programming languages such as Python, C, C++, and x86 Assembly.
  • 3+ years of experience developing exploit, CNO, or offensive cyber capabilities.
  • Active TS/SCI w/Polygraph

Nice To Haves

  • Bachelor's Degree in Computer Science or a related technical field or equivalent experience. Additional experience may suffice in lieu of degree
  • 3+ years of operational experience in a certified USCYBERCOM work role
  • PMP or similar project management certification
  • Familiarity with large-scale CI/CD infrastructure
  • Familiarity using cloud virtualization platforms like vSphere or ARIA
  • Experience using common source control or CI/CD frameworks (i.e. Gitlab, Bitbucket, Jenkins)

Responsibilities

  • Facilitate the capability development lifecycle. Assist in the design documents that serve as the basis of all staging, configuration and testing efforts. This includes the implementation and support of a design review session to validate the design information enabling system stability and provides orientation, knowledge transfer and technical consulting service.
  • Analyze identified Tool design issues in coordination with the Tool Development organization and consider design alternatives, presenting a recommended solution.
  • Analyze Tool requirements and develop test standards that include validation criteria, evaluation standards, and associated metrics incorporating Measure of Effectiveness (MOE) to enable rigorous testing, scoring, and evaluation metrics and methods to provide Tool developers with an accurate assessment of the Tool.
  • Oversee complex systems development and IT infrastructure design work that may include logic network design, physical network design, manufacturing and development cost projections, IT systems engineering.
  • Evaluate new operational technologies and make recommendations to USCYBERCOM leadership regarding integrating these technologies into the existing operational platform.
  • Facilitate weaponization / productization of proof-of-concept exploits or CVE vulnerabilities to ensure these capabilities are operationally ready to be used on live infrastructure. Coordinate with the vulnerability research team to gather relevant information on proof-of-concept exploits they generate and engages with the customer to ensure the product meets operational needs.
  • Coordinate with USCYBERCOM operational elements to gather, deconflict, and vet requirements for emerging capabilities, technologies, and techniques.
  • Develop and update Standard Operating Procedures (SOPs), specifications, handbooks, and manuals related to OE/OA, with a focus on improving efficiency and throughput.
  • Provide guidance on USCYBERCOM policy interpretation and conduct evaluations based on documentation.
  • Organize and facilitate meetings, workshops, and conferences to review activities, processes, and changes to CTOC OE/OA methodologies.
  • Train incoming personnel on CTOC OE/OA methodologies and tools.
