About The Position

This role is responsible for managing the interchange of data between the server and users, translating technical system specifications into working, tested applications. This includes developing detailed programming specifications, writing and/or generating code, compiling data-driven programs, maintaining, and conducting unit tests. The position also involves resolving and troubleshooting technical problems that arise during the use and operation of software packages, providing technical assistance in implementation and conversion, and facilitating IT development, design, construction, testing, promotion, and implementation of web-based/n-tier, cloud-based, and mainframe applications. The developer will utilize a combination of cloud technologies to develop integrated solutions for online transactional processing and integration, and integrate Open Source Software (OSS) products into new and existing systems. Responsibilities include the creation and walk-through of Systems Response documents, Technical Specifications, Application Inventory, and Implementation Plans, as well as preparation of test plans, test data, unit-testing of programs, implementation plans, and promotion of programs. The role also entails system support and documentation, responding to client queries and troubleshooting production incidents, conducting design and test walkthroughs, supporting testing by other team members, weekly reporting on status and progress, and transferring skills and knowledge to selected OPS staff.

Requirements

Minimum 8+ years of hands-on experience in cloud application development and engineering.
Demonstrated recent expertise in Microsoft Azure (App Services, Azure Functions, AKS), containerization (Docker, Kubernetes/OpenShift), and DevOps/automation tools (Azure DevOps, Jenkins, Ansible, CI/CD pipelines), including building and integrating scalable, cloud-native enterprise solutions.
Demonstrated experience in enterprise cloud architecture, security (IAM, encryption, compliance), data engineering (ETL/ELT, Azure data services), observability (monitoring/logging), and advanced DevOps/DevSecOps practices, including API-driven integration, CI/CD pipeline design, and scalable, high-availability.
Knowledge and understanding of Information Management principles, concepts, policies and practices.
Experience with middleware and gateways.
Experience reviewing, analyzing, and modifying product installation scripts including encoding, testing, debugging.
Ability to provide post-implementation support and resolve any post-implementation technical issues.
Experience conducting design walkthrough sessions with project team.
Knowledge and understanding of Accessibility for Ontarians with Disability Act (AODA) and related regulations and standards.
Ability to provide user and system documentation as required.
Experience in programming and analysis; specialized software package support at the specified experience level.
Ability to collaborate with IT Professionals throughout the Software Development Life Cycle.
Experience in structured methodologies for the development, design, implementation and maintenance of applications.
Experience in design, code, test, debug and document applications.
Experience in the use of object and/or third generation language development tools.
Expert in one or more programming languages (Java, Python, SQL, JavaScript/TypeScript with Node.js) with hands-on experience designing, developing and integrating RESTful APIs.
Experience in patterns, deployment and troubleshooting.
Experience with relational and hierarchical database technologies.
Experience in the use of information retrieval packages using query languages.
Experience with one or more communications protocols.
Experience in structured methodologies for the design, development, implementation and maintenance of applications.
Experience eliciting and documenting information from diverse business area stakeholders and subject matter experts.
Knowledge and experience with developing all server-side logic, definition and maintenance of the central database, and ensure high performance and responsiveness to requests from the front-end.
Knowledge and experience with front-end technologies.
Knowledge and experience to integrate the front-end elements into the application.
Analysis of business requirement documents and liaison with clients.
Experience adopting and adhering to unified I&IT project management methodologies, enterprise architecture and gating frameworks, and standard systems development methodologies.

Responsibilities
