The Patient Characteristic Survey (PCS) is a biennial survey conducted by the Office of Population Health and Evaluation unit of the office of Mental Health (OMH). The PCS collects demographic, Clinical and Service related information for each person who receives public mental health services and all programs licensed or funded by the NYS OMH are required to complete the survey. The goal of this project is to update the 2027 questions and maintain existing application functionality. ALFS is a web-based OMH-developed application that allows the Office of Mental Health's Bureau of Community Budget and Financial Management (CBFM) to develop a budget, allocate funds, disburse payments and ensure that funds are expended in compliance with existing laws, regulations and guidelines utilizing shared platforms wherever possible to enhance efficiency of OMH applications.
