About The Position

The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self-sufficiency as quickly as possible. Adult Protective Services (APS) is mandated by the State of New York to provide social, legal and protective services to individuals 18 years of age and older, who because of mental or physical impairments are unable to meet their essential needs for food, shelter, clothing, or medical care, secure benefits and entitlements or protect themselves from physical or mental injury, neglect, maltreatment, or financial exploitation; are in need of protection from actual or threatened harm, neglect or hazardous coordination; and have no one available who is willing and able to assist them responsibly. The APS Social Worker, under supervision, with some latitude for independent judgment and decision making, provides psychosocial services in any one of the seven APS borough offices. There are seven offices serving the five boroughs. Working closely with the borough office director, supervisors, and case workers, the Social Worker will provide services to individual clients/patients, or to families and/or other groups of adults/children, utilizing casework, group work or community organization methodologies.

Requirements

• Applicants must be permanent in Social Worker Civil Service title.
• If hired provisionally in this title, must take and pass the Civil Service exam when available to be eligible for continued employment.
• A Master's Degree in Social Work from an accredited school of social work.
• You will be required to have a valid Licensed Master Social Worker (LMSW) or Licensed Clinical Social Worker (LCSW) license issued by the New York State Department of Education within one year of the date of appointment.
• This license must be presented to the appointing officer at the time of appointment or, if it is obtained after appointment, at the time it is received.
• This license must be maintained for the duration of your employment.
• If you fail to obtain your LMSW or LCSW license within one year of the date of appointment, your probationary period will be automatically extended for six months.
• If you fail to obtain the required license by the end of 18 months of service, you will be terminated.

Responsibilities

• Apply social work skills and knowledge to consult with caseworkers and supervisors on complex cases involving abuse, self-neglect, neglect, and resistance to APS efforts.
• Contribute clinical findings to multidisciplinary team meetings and provide appropriate follow-up, as necessary.
• Complete psychosocial assessments for supportive housing applications and other services, gathering information through consultations with caseworkers and by accompanying case workers on home visits.
• Link clients with other public and private programs that can provide appropriate services.
• Collaborate with social workers in hospitals, clinics, nursing homes, and other medical facilities to assist with discharge planning and other matters.
• Assist in the preparation of treatment plans and legal documents required for the pursuit of an Article 81 court order.
• Interview and assess APS clients to determine client’s ability to function in the community.
• Evaluate the quality and appropriateness of service referrals and care provision.
