About The Position

Under general supervision, this role administers the Family Services Division, which includes Child Protective Services, Family Preservation Services, and administrative oversight for the Child Advocacy Center. The position supervises professional and support staff engaged in social work practice. The role involves program planning, development, and implementation of services for vulnerable families and children, serving as a liaison to interagency and community workgroups, and overseeing recruitment, selection, training, and professional development of supervisors and administrators. Responsibilities include developing and implementing business practices, general administration of over 100 staff members, strategic planning, quality improvement, budget planning, and general operations. The position also involves communication with various stakeholders, securing ongoing professional development for staff, representing the agency at meetings, participating in public relations, and potentially assisting in mass care during emergencies.

Requirements

  • Possession of a master's degree in social work from a college or university approved by the Council of Social Work Education.
  • At least eight years’ experience rendering professional social work services.
  • Of the eight years of social work experience, four years must have been in a supervisory, consultant, or teaching capacity.
  • Possession of a license, issued by the Maryland State Board of Social Work Examiners, as a Licensed Certified Social Worker (LCSW) is required at the time of application.
  • Some positions require possession of a LCSW-Clinical license issued by the Maryland Board of Social Work at the time of appointment.
  • Applicants are required to submit proof of professional licenses, certifications and education beyond high school to meet the required and preferred qualifications of the position.
  • Diplomas or transcripts must show the applicant's major field of study.

  • Must be a Maryland State Board of Social Work Examiners Board Approved Supervisor.
  • Possession of a valid license equivalent to a non-commercial, class C Maryland driver's license may be required for some positions within this classification at the time of appointment.
  • Education beyond a master’s degree from an approved college or university in the field of social work may be substituted on a year-for-year basis up to a maximum of two years for the required experience.

Responsibilities

  • Administers the Family Services Division, including Child Protective Services, Family Preservation Services, and administrative oversight for the Child Advocacy Center.
  • Supervises professional and support staff engaged in the practice of social work.
  • Program planning, development, and implementation of a continuum of in-home services to vulnerable families and children.
  • Serves as a liaison to interagency and community workgroups.
  • Responsible for the recruitment, selection, training, and ongoing professional development of the supervisors and administrators of Family Services, including clinical case consultation.
  • Responsible for the development, dissemination, implementation, review and revision of routine business practices and procedures to ensure compliance with regulations and laws.
  • Responsible for the general administration of the 100+ staff members of this division, including strategic planning, continuous quality improvement, budget planning, and general operations.
  • Responsible for written and oral communication with local and state agencies, elected officials, clients, and agency employees regarding matters related to the operation of Family Services.
  • Responsible, along with program administrators and unit supervisors, for securing ongoing professional development for all Family Services staff to ensure professional standards are met.
  • Represents the agency at meetings and conferences.
  • Serves on various committees, boards, and commissions.
  • Participates in public relations and education regarding services provided.
  • Performs other related duties as required.
  • Participates as needed in agency’s mandated obligation to provide mass care and shelter under direction of County or State Emergency Operations Center.
