About The Position

The Small Business Liaison Specialist (Subcontracts Admin) supports small business engagement, supplier diversity, and contracting initiatives within a large professional services and technology environment. This role serves as a key connector between internal stakeholders, small business partners, and external organizations to identify opportunities, strengthen relationships, and ensure successful small business participation in government and commercial programs. The specialist coordinates closely with business development, procurement, contracts, and delivery teams to align small business strategies with organizational goals and compliance requirements.

Requirements

  • 35 years of professional experience in small business engagement, government contracting, procurement, business development, supplier diversity, program support, or a closely related field.
  • Working knowledge of ISR processes, requirements, reporting, and documentation, including familiarity with the new ISR process.
  • Experience working with small business concerns, subcontractors, vendors, or government contracting organizations.
  • Understanding of the federal contracting environment and small business participation requirements.
  • Ability to work effectively with small business stakeholders and communicate clearly with internal leadership.
  • Strong written and verbal communication skills suitable for preparing reports, briefings, and presentations.
  • Ability to manage multiple priorities, stakeholders, and deadlines in a dynamic environment.
  • Strong organizational and relationship-management skills, with attention to detail in maintaining records and documentation.
  • Proficiency with Microsoft Office applications, including Word, Excel, PowerPoint, and Outlook.

Nice To Haves

  • 3 to 5 years of experience specifically as a Small Business Liaison Specialist or in a similar subcontract administration role.
  • Experience supporting Federal, DoD, or civilian government contracting initiatives.
  • Familiarity with small business socioeconomic categories and government small business programs.
  • Experience with subcontracting plans, small business utilization, supplier diversity, or related reporting requirements.
  • Experience supporting capture, proposal, or business development teams in developing compliant and competitive responses.
  • Knowledge of government contracting resources such as SAM.gov, SBA programs, FPDS, and USASpending.
  • Bachelor's degree in Business, Public Administration, Supply Chain, Government Contracting, or a related discipline.
  • Ability to build rapport quickly with small business partners and internal stakeholders, demonstrating a friendly and outgoing communication style.

Responsibilities

  • Serve as the primary liaison between the organization and small business partners, vendors, and prospective subcontractors.
  • Identify and communicate opportunities for small businesses to participate in contracts, programs, and teaming arrangements.
  • Support the development and maintenance of small business relationships through outreach, engagement, and consistent follow-up.
  • Provide guidance and coordination related to ISR requirements, processes, reporting, and documentation.
  • Collaborate with procurement, contracts, business development, and program teams to support and expand small business participation.
  • Assist in identifying qualified small business partners based on capabilities, socioeconomic classifications, past performance, and specific contract requirements.
  • Coordinate small business outreach events, industry engagements, capability briefings, and networking opportunities.
  • Maintain accurate records of small business relationships, engagements, opportunities, and associated reporting requirements.
  • Support responses to RFIs, RFPs, market research requests, and other government or commercial solicitations involving small business participation.
  • Monitor relevant requirements, policies, and contract obligations related to small business and communicate changes to internal stakeholders.
  • Prepare presentations, reports, briefings, and other materials for leadership and external stakeholders.
  • Develop strong relationships across internal teams and within external small business communities to foster collaboration and long-term partnerships.
