Raytheon Shipboard Missiles, a sub strategic business unit within Naval Power, is seeking an innovative and dynamic Japan In-Country Program Manager to lead mission-critical efforts for the Standard Missile 3 Blk IIA (SM-3 Blk IIA) program. This is a highly visible program within Raytheon and the Missile Defense Agency (MDA) and reports directly to the SM-3 Blk IIA Program Director. This unique opportunity positions you as the strategic bridge between our SM-3 Portfolio Executive leadership team and our esteemed partner, Mitsubishi Heavy Industries (MHI), based in Japan. In this high-impact role, you will have the rare chance to directly contribute to the advancement of life-saving missile defense technology for our customer, MDA. By driving munition acceleration initiatives and ensuring alignment with production milestones, you will play a pivotal role in helping meet the growing demand for the SM-3 Blk IIA program. This is an onsite position at our Tucson, AZ facility initially and will eventually transfer to our Japan site, timing yet to be determined.

Requirements

  • University Degree or equivalent experience and a minimum of 14 years prior relevant experience, or An Advanced Degree in a related field and a minimum of 12 years’ experience
  • Prior Experience in program management, strategic partnerships, or relevant roles in the aerospace/defense industry.
  • Prior experience in advanced program management tools (including EVMS, Integrated Master Schedules, and Risk and Opportunity Management frameworks).
  • Prior experience managing complex international programs, especially those involving supplier/partner relationships and cross-functional teams.
  • Prior experience with defense production processes, munitions programs, and international customer relationship and or partnership engagement
  • Active and transferable U.S. government issued security clearance is required prior to start date.
  • U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance

Nice To Haves

  • Bachelor’s degree in engineering, Business, or related field (advanced degrees such as an MBA are a strong plus)
  • Business-level proficiency in Japanese and English.
  • Willingness to relocate and reside in Japan (timing yet to be determined and for duration of the role)

Responsibilities

  • Develop and execute forward-thinking strategies to drive MHI’s production capacity growth projects.
  • Collaborate with MHI and its subcontractors to meet and exceed production ramp schedules.
  • Serve as the critical link between RTX leadership and MHI, aligning munition acceleration priorities to meet program goals.
  • Lead efforts to enhance affordability, producibility, and the integration of next-generation technologies.
  • Oversee MHI-led initiatives to ensure cost, schedule, and technical performance targets are met.
  • Leverage advanced program management tools such as Earned Value Management Systems (EVMS) and Integrated Master Schedules to drive excellence.
  • Partner with the Production Program Manager to ensure seamless progress and on-time delivery of key milestones.
  • Drive financial efficiency while designing innovative solutions to program challenges.
  • Proactively identify, assess, and resolve risks to maintain progress on critical capacity-building initiatives.
  • Collaborate with internal and external stakeholders to implement effective risk mitigations and seize strategic opportunities.
  • Address cross-functional challenges and ensure all activities align with program production goals.
