About The Position

The Naval Power organization is looking to hire an SM-3 Blk IIA Under Layer Execution Chief Engineer (ECE) to execute a high-visibility, fast-paced, development effort adding critical capabilities to the SM-3 Blk IIA interceptor. This includes driving the execution of the Under Layer hardware and software development, integration, and qualification to meet defined flight test schedules. The SM-3 Blk IIA Under Layer ECE will support the CE in the management of the cost, schedule, performance, and risk of this development critical to the future of the SM-3 Blk IIA program at Raytheon and adding critical capability for the defense of the United States and its allies. The ECE will work at the direction of the CE for execution of specific aspects of the program, driving the engineering team to specific milestones. This position is responsible for executing aspects the engineering scope of this critical development contract on time within the aggressive schedule needed by the customer. SM-3 Blk IIA is a critical munitions program, and this effort is the building block in capturing a key growth opportunity. This ECE will work along with the CE to establish priorities, optimize the engineering team’s performance and execution, supporting both internal and external customers, ensuring the development schedule supports multiple flight tests over the next 4 years, and contributing to the strong SM-3 culture. The Under Layer ECE will support the CE in leading an engineering team with approximately 200 engineers on this $500M development effort over 4 years. This position is located onsite in Tucson, AZ.

Requirements

  • Typically requires a Bachelor’s in Science, Technology, Engineering, or Mathematics (STEM) and a minimum of 10 years of prior relevant experience unless prohibited by local laws/regulations.
  • Experience working on modular systems architectures and product lines.
  • Experience as a technical leader who can develop work plans and drive execution.
  • Experience leading engineering teams.
  • Experience managing resources with multi-million-dollar annual budgets.
  • Experience in strategic development, customer interface, or contract capture in the Defense Industry
  • Active and transferable U.S. government issued Secret security clearance is required prior to start date.
  • U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.

Nice To Haves

  • Raytheon Level 4 Certified Chief Engineer.
  • Excellent communication, technical writing, oral presentation, and interpersonal skills.
  • Experience in leading and executing production of complex system architectures.
  • Demonstrated experience across the product lifecycle, including concept development, architecture, design, integration, verification, and production.
  • Proven ability to develop effective internal and external customer relationships to ensure customer satisfaction and continued business.
  • Direct experience with Engineering Risks and Opportunities (R&O) Management.
  • Master’s degree in engineering, Physics, or related discipline.

Responsibilities

  • Help define and drive execution of this development program based on product vision, strategy, and goals to align with customer flight test and deployment milestones.
  • Along with CE, own technical decisions and risk position of the developmental efforts.
  • Ensure technical integrity and engineering execution across the program engineering team and other functions to meet and/or exceed cost, schedule, and technical requirements.
  • Technical point of contact with execution team and communication to CE and program and customer teams.
  • Influence technical and program road maps, ensuring they are reflected in program planning and execution.
  • Execute the insertion of capability for flight tests and incremental deployment of capabilities to delivered missiles.
  • Technically engage with major subcontractors and partners to ensure product deliverables.
  • Direct execution of a team of multi-disciplined engineers in support of development of the key capabilities.
