About The Position

The Site Security Manager (SSM) will serve as the designated security lead for the new SCIF construction at the 505 TRS on behalf of the 505th Command and Control Wing (505 CCW). In this role, the SSM will fall under and represent the 505 CCW/SSO to the construction firm and the Accrediting Official (AO), ensuring all project activities comply with DoDM 5105.21‑V2, ICD 705, and all applicable SCIF construction security standards. Candidates who do not currently possess formal SSM certification will be required to complete the two‑week SSM training course prior to assuming full responsibilities.

Requirements

  • Active Top Secret / SCI clearance with SCI indoctrination.
  • Experience in SCIF security, physical security, or intelligence community security operations.
  • Prior SSM or Assistant SSM experience.
  • Familiarity with ICD 705, DoDM 5105.21 V2, and construction security standards.
  • Candidates who do not currently possess formal SSM certification will be required to attend and complete the two-week SSM training course.
  • Ability to conduct inspections, manage access control systems, and oversee escort operations.
  • Strong documentation, coordination, and communication skills.
  • Must be able to successfully pass a background check, and pre-employment drug testing.

Nice To Haves

  • Knowledge of TEMPEST and technical security requirements.
  • Experience with personnel vetting, DISS management, and large-scale access control.
  • Bachelor's degree or equivalent with relevant specialized experience in physical or program security.
  • Familiarity with RMF, JSIG, and AF security instructions/manuals.

Responsibilities

  • Ensure all SCIF construction and renovation activities meet DoDM 5105.21 V2 requirements; coordinate variances with 505 CCW/SSO.
  • Create and maintain the Construction Security Plan (CSP), including threat assessments (HUMINT, CI, technical, AT/FP). Submit CSP and risk assessments throughout the build, incorporating 505 CCW/SSO guidance and TEMPEST requirements.
  • Maintain project security files, schedules, access records, ID cards, incident reports, inspection documentation, and local continuity books.
  • Conduct random, unannounced security surveys and monthly inspections inside and around controlled areas; maintain unrestricted access to construction areas.
  • Staff visitor controls, verify credentials, manage site access, ensure uncleared personnel are removed during non-duty hours, and oversee entry/exit screening and alarm systems.
  • Perform and document random entry/exit inspections of hand-carried items to prevent prohibited items from entering spaces or unauthorized removal of information.
  • Assign SCI-indoctrinated escorts for uncleared workers and brief them on their responsibilities.
  • Conduct local records checks, pre-screening interviews, background/clearance verifications in DISS, and deny access for felony records or unacceptable risk indicators.
  • Provide unclassified security briefings, initial/annual refresher security briefings, foreign travel briefings, and establish a security POC for reporting concerns.
  • Implement project-specific ID cards, Restricted Area Badges (RAB), and temporary passes; enforce screening and search procedures.
  • Ensure physical barriers, signage, closed-circuit television (CCTV) monitoring, and restricted item controls are properly established and maintained.
  • All other duties as assigned.
