This individual is responsible for ensuring the safety and security of site employees and visitors as well as the protection of site assets and property. This position is responsible for ensuring a site security program is in place, is kept current, meets corporate requirements where applicable and promotes continuous improvement. This may include developing policies and procedures for implementation upon management approval. The incumbent is responsible for periodic auditing of security functions to ensure adherence to internal requirements, to identify potential problem areas, provide solutions and implement corrective actions.The Site Security Manager, Barceloneta, has direct responsibility for supervision of site security personnel and contract security. The incumbent is responsible for implementing projects to improve physical security systems, including intrusion, fire, facility access, card access, closed circuit television monitoring systems, recording systems, emergency notification systems and plans, personal identification systems, visitor management systems and security information at the site. The incumbent will be involved in the protection of information (outside of the IT environment) as necessary. This position maintains communication with the Director, Security and Crisis Management and is responsible for ensuring Corporate Requirements are in place at the Barceloneta facility.

Requirements

Bachelor degree in Security Management, Criminal Justice or Business or any related field and six (6) years of security management experience within the corporate or government sector required.
In lieu of a degree, a minimum of ten (10) years security management experience within the corporate or government sector required.
Experience must be inclusive of at least three (3) years leadership experience in managing site security personnel and/or contractors to include security programs such as guard force management, training, budgeting, high level of communication skills and database management.
Communications with all levels of management is required.
Ability to plan for events and take appropriate action when required by circumstances.
Should have good investigative skills to handle and address incidents.
High degree of interaction and development skills to support Regional Security initiatives at the site level.
Must be legally authorized to work in the United States without restriction.
Must be willing to take a drug test and post-offer physical (if required).
Must be 18 years of age or older.

Responsibilities

Maintain company security program, policies and procedures, including but not limited to, site access for employees, visitors, vendors and contractors, cardkey system, key management, contract security, emergency situations, security awareness, incident reporting, physical security including cameras, fencing, alarms, panic buttons, etc.
Ensure compliance and review periodically for accuracy and to promote continuous improvement. Provide adequate security training to assigned personnel.
Perform general audits to ensure compliance and identify continuous improvement opportunities.
Administer all procedures and operations of the contract security on site.
Provide input on new and/or renewal of written contract and ensure compliance with the contract and on-site policies and procedures.
Ensure post orders are written and kept current.
Issue and track restricted keys at the site.
Ensure compliance with Fleet Vehicle Program and driver safety programs.
Manage electronic visitor management system and card key access database/program ensuring appropriate access for employees, visitors, vendors and contractors.
Ensure policies and procedures are written and kept current.
Ensure appropriate card key access to select agent areas.
Perform periodic audits to ensure accuracy of policies and procedures and adherence to requirements.
Manage DEA physical security systems and electronic access to areas containing controlled substances.
Ensure employee record compliance with regards to DEA substance access.
Ensure auditors have received appropriate clearance prior to being allowed access to DEA controlled areas.
Perform quarterly testing of DEA security alarm systems.
Ensure DEA background checks are on file for appropriate personnel.
Responsible for site security budget in accordance with company requirements.
Reviews monthly expenses and overages.
Support approved security improvements as needed using the capital budgeting requirements.
Follow up and ensure security related capital projects remain on target.
Member of Incident Management Team supporting Crisis Management Program and local emergency response teams.
Responsible for coordination of Security staff during on-site crisis and/or local emergency response.
Supports EHS in with emergency related policies and procedures as needed.
Support Regional Security Lead to ensure Corporate requirements are met at the local site, including, but not limited to, ensuring the security of external assets (i.e. off-site warehouses, PDW), provide travel briefings for business travelers as necessary, assist with coordination of security at site managed events (both on and off site), ensure protection of information outside of the IT environment (i.e. employee awareness regarding sensitive documents, flash drives, id badges, screen savers), ensure appropriate levels of security awareness at local site, and other requirements required by Corporate.
Conduct security-related site investigations and perform special duties and lead projects as required by the Regional Security Lead; support of Employee Relations and/or local HR as needed.
As needed, interact with local and federal law enforcement agencies to be informed of issues that could affect the site and company. A strong alliance with these agencies is required.
