About The Position
The Site Safety & Health Officer (SSHO) will lead the onsite safety program for a critical infrastructure project involving the replacement of high-pressure steam condensate mains, secondary return piping systems, and associated underground mechanical utility infrastructure. This role ensures compliance with EM 385-1-1, OSHA regulations, Activity Hazard Analyses (AHAs), Accident Prevention Plans (APPs), and federal contract requirements, while coordinating closely with Government representatives, subcontractors, and project leadership.
Requirements
- Current EM 385-1-1 Training/Certification
- Minimum 5 Years of Documented SSHO Experience
- OSHA 30 Construction Certification
- High-Pressure Steam or Condensate Piping Experience
- Mechanical, HVAC, Utility, or Infrastructure Construction Background
- Previous Military Base, Federal, USACE, or NAVFAC Project Experience
- Experience Developing and Managing APPs, AHAs, and Federal Safety Programs
- Working knowledge of EM 385-1-1 Safety Requirements
- Working knowledge of OSHA Construction Standards
- Working knowledge of Federal Construction Safety Programs
- Working knowledge of Accident Prevention Plans (APPs)
- Working knowledge of Activity Hazard Analyses (AHAs)
- Working knowledge of Steam and Condensate Piping Systems
- Working knowledge of Mechanical Utility Infrastructure Construction
- Working knowledge of Excavation & Trenching Safety Requirements
- Working knowledge of Underground Utility Construction
- Working knowledge of Contractor Safety Management
- Working knowledge of Incident Investigation & Corrective Actions
- Working knowledge of Construction Risk Assessment & Mitigation
- Working knowledge of Government Compliance Audits & Inspections

Responsibilities
- Serve as the designated Site Safety & Health Officer (SSHO) for the project
- Implement and manage the project safety program in compliance with EM 385-1-1 requirements
- Conduct daily jobsite safety inspections, audits, and hazard assessments
- Develop, review, and enforce Activity Hazard Analyses (AHAs) and Accident Prevention Plans (APPs)
- Monitor excavation, underground utility, piping, and mechanical construction activities
- Ensure compliance with OSHA regulations, federal contract requirements, and site-specific safety standards
- Coordinate safety meetings, toolbox talks, and employee safety orientations
- Identify unsafe conditions and implement corrective actions
- Investigate incidents, near misses, and safety concerns
- Work directly with Government representatives, project managers, and subcontractors
- Maintain all required project safety documentation and reporting
- Promote a proactive safety culture throughout the project

- Pay Rate: $56/hr
- Per Diem: $175/Day (7 Days Per Week)
- Pay Frequency: Weekly
- Guaranteed 40 Hours Per Week
