About The Position

Parsons is looking for an amazingly talented Site Project Controls Manager to join our team! In this role you will serve as the primary project controls authority on site, leading the local consultant team and owning interface management across all delivery partners.

Requirements

  • Bachelor’s Degree in Engineering, Construction Management, Quantity Surveying, or a related technical field, or equivalent
  • Minimum of 15 years of progressive experience in project controls for large capital projects
  • At least 10 years of experience delivering multi-billion-dollar mega-projects in sectors such as Oil & Gas, Energy, or Semiconductor
  • Minimum of 7 years leading multi-disciplinary project controls teams within a complex, matrixed environment
  • Demonstrated experience overseeing Tier-1 EPC contractors from the owner’s or program management perspective
  • Strong proficiency in advanced work packaging, earned value management, and system-based commissioning methodologies

  • Experience working within large-scale industrial or high-tech manufacturing capital programs
  • Proven ability to develop and implement project controls governance frameworks on complex, fast-track projects
  • Strong stakeholder management and communication skills with the ability to influence at all levels
  • Advanced proficiency with major project controls software platforms and data visualization tools
  • Professional certification in project controls, project management, or cost engineering (e.g., CCP, PSP, PMP)

Responsibilities

  • Acting as the on-site “source of truth” for all project controls information, ensuring consistency, accuracy, and alignment across all stakeholders
  • Leading and coordinating the local project controls team covering cost, schedule, risk, and document control
  • Managing interface management between the owner, design firms, EPCs, and multiple prime contractors to ensure integrated planning and execution
  • Establishing, maintaining, and continuously improving project controls procedures, tools, and reporting standards
  • Overseeing development and maintenance of the integrated master schedule and cost control baselines for a large, complex capital program
  • Monitoring performance using earned value, trend analysis, and risk assessments to identify variances and recommend corrective actions
  • Providing concise executive summaries and decision-support analyses to senior leadership to guide strategic and tactical actions
  • Reviewing and challenging contractor reports, forecasts, and change proposals to ensure transparency, accuracy, and value for money
