About The Position

The Resident Site Manager provides duties during the daytime, evening and weekends, monitoring apartment complexes that serve low-income families. This role involves assisting with resident and visitor questions, supporting on-site activities and resident communication, and performing miscellaneous cleaning and custodial duties as directed by Housing Authority staff. The position is part-time, approximately 13 hours per week, compensated by a free residence in an unfurnished two-bedroom apartment with paid utilities. The selected candidate must reside on-site and cannot hold another position within the agency. HASBARCO is a public district, and all employees are designated as disaster service workers (DSWs), requiring the signing of the California Loyalty Oath.

Requirements

  • Conflict management and team building skills
  • Ability to effectively serve resident population group, demonstrating patience, compassion and respect
  • Ability to explain and consistently enforce housing rules and regulations
  • A team-player that embraces responsibility and accountability
  • Successful completion of criminal background check, drug test and physical test
  • Two years of customer service experience
  • Graduation from high school or GED equivalent with specialized course work in psychology, sociology, criminal justice
  • Must meet household composition requirement for residence in unit and meet all requirements of position.
  • Ability and continued eligibility to live on site in designated unit and to be available and present to assure security and upkeep.
  • Signing the California Loyalty Oath and fulfilling its obligations is a condition of employment.

  • On-site caretaking and/or property management experience desirable but not required

Responsibilities

  • Provide part-time on-site residential oversight of property in a consistent, legal and respectful manner to assure lease compliance
  • Monitor the complex regularly and report observations to housing management.
  • Report emergencies to the local fire, police and/or Sheriff and contact Housing Manager immediately.
  • Maintain an observation log and regularly monitor a surveillance system.
  • Issue parking citations.
  • Inspect fire extinguishers/Narcan boxes and first aid kits, conduct safety drills, document as required and notify safety coordinator.
  • Notify resident services department and Housing Manager of resident needs as observed
  • Effectively mediate and facilitate resolution to tenant complaints
  • Perform cleaning and litter removal in common areas that may include but is not limited to exterior grounds, community rooms, laundry facilities, washers and dryers, computer rooms, bike storage.
  • Call in work orders to maintenance staff for observed maintenance items, may include but is not limited to walkway lights out, irrigation malfunctions, uneven sidewalks.
  • Meet with contractors, maintenance and housing staff as directed to discuss unit and/or resident issues
  • Ensure effective communication with resident groups; distribute newsletters and flyers; available to attend resident meetings
  • Point of contact after emergency on-call maintenance
  • May be required to serve 3- or 14-day notices to Pay or Quit and testify that notice was served
