About The Position

The Court Services Division of the Nova Scotia Department of Justice is dedicated to excellent service and the provision of fair and accessible system of justice, including court administration and security. The Division provides administrative support to the courts listed: Nova Scotia Court of Appeal, Supreme Court of Nova Scotia (including Family Division), Provincial Court, Family Court, Small Claims Court, Probate Court and Bankruptcy Court. The courts act independently from the government to address individual cases. As Site Manager, Sheriff Services, you are accountable for the efficient and effective delivery of Sheriff Services by managing and directing operational resources, monitoring performance, and developing Deputy Sheriff staff at justice centers throughout the province. You are responsible for one justice center, court facility or operations center. You perform all management functions related to the bargaining unit staff at that site, such as performance appraisals, discipline, scheduling and allocation of resources, budget management, risk management and communications. In addition, you provide support to all levels of court relating to the Sheriff Services mandate, court security, prisoner transportation and document service. The Site Manager, described as a 'sheriff's officer', is included in Section 2 of the Criminal Code of Canada under the definition of a peace officer; therefore, is entitled to exercise the authority of a peace officer in Canada.

Requirements

  • Hold a university degree in an appropriate discipline, i.e. law, safety/security, public administration, business administration, in addition to several years of relevant experience in the public service or justice system. An equivalent combination of education and experience may be considered.
  • Experience in several of the following areas: Sheriff Services operations, asset (fleet) management, performance management, scheduling and allocation of resources, budget management, risk management and communications.
  • Effective at building strong relationships with client groups such as the police, Correctional Services, Crown and Defence Counsel, Judiciary and court staff, and public, and responding innovatively and creatively to client needs.
  • Ability to analyze and problem-solve effectively, and partner collaboratively with stakeholders to achieve common goals.
  • Ability to make effective decisions during urgent situations and possess initiative.
  • Completion of a Sheriff Services mandatory training, which includes Use of Force, Weapons, understanding legislation, preceded by medical, physical, and psychological testing, as well as significant background checks to ensure suitability.

Responsibilities

  • Delivers an efficient and effective service to client stakeholder groups by directing and coordinating all courthouse/facility security, prisoner transportation, prisoner management, jury management and civil enforcement/document service activities at a designated worksite(s). This includes interpreting court orders properly and acting on the orders as required.
  • Responsible for the operational maintenance and financial management of a large fleet of Sheriff Services vehicles.
  • Ensures staff compliance with Sheriff Services policies and procedures by leading a qualified and well-trained staff, by mentoring personnel, developing skills, and managing staff performance through the performance appraisal and development process
  • Manages responses to operational pressures by overseeing the development of risk assessments, both dynamic and pre planned, contingency and emergency plans, with respect to all duties and functions performed by Sheriff Services by gathering, analysing, and interpreting sensitive information from various sources; writing operational plans and directing the execution of such plans whilst complying with relevant OHS legislation; manages the use and assignment of weapons including being proficient in the use of weapons, in accordance with policy.
  • Accountable for local resource planning and delivery, and staff scheduling to ensure the overall strategic goals of Sheriff Services are met by ensuring tactical plans are implemented and monitored, interpreting court orders and documents accurately, and taking remedial action where necessary.
