We are seeking a highly qualified Subject Matter Expert II (SME II) in Technical Signals Intelligence (SIGINT) and Electronic Warfare (EW) to support the Navy Information Operations Database (NIODB). This role is designated as Key Personnel for proposal submission and requires a signed Letter of Intent. The SME II will provide advanced technical analysis, data management expertise, and system requirements support for EW and SIGINT data environments. This position directly supports Navy and DoD stakeholders through data standardization, interoperability, and authoritative intelligence integration.

Requirements

  • Active TS/SCI clearance
  • Minimum 10 years of experience in Technical Electronic Intelligence (TECHELINT) data analysis
  • Demonstrated experience with EWIR and Combined Emitter Database (CED)
  • Strong background in Electronic Warfare systems and radar signal analysis
  • Experience with national intelligence sources including ONI, NASIC, NGIC, MSIC, NGA, DIA, and NSA
  • Proficiency with data tools including CA ERwin Data Modeling, Microsoft Excel, and Oracle SQL Developer
  • Demonstrated experience in data standardization, rationalization, and cross-correlation of EW data requirements
  • Ability to interpret highly technical system documentation (DBDD, SRS)
  • Strong written and verbal communication skills, including briefing development and delivery

Responsibilities

  • Conduct detailed analysis of complex communication and non-communication waveforms, including pulse repetition intervals (PRI), pulse duration, and scan characteristics
  • Analyze radar threat parameters and support Specific Emitter Identification (SEI) and Order of Battle (OOB) development (friendly and threat systems)
  • Provide technical SIGINT expertise leveraging EWIR, Combined Emitter Database (CED), and national intelligence products
  • Liaise with Navy and DoD EW system engineers to document, interpret, and validate system and community data requirements
  • Support NIODB through data management, interoperability, database design input, and data standardization efforts
  • Perform data migration, validation, and content quality assurance activities
  • Research and validate authoritative intelligence sources supporting EW training and operational requirements
  • Interpret and apply Database Description Documents (DBDD) and System Requirements Specifications (SRS)
  • Develop technical reports, briefings, and data visualizations for senior stakeholders
