About The Position

This position involves administering and supervising the maintenance and repair of County fleet vehicles and light and heavy equipment, administering the County fuels program, and supervising assigned employees. The work is performed under the supervision of the Assistant Public Works Director, with supervision exercised over mechanics and shop support staff. The principal duties are performed in an automotive shop environment that may involve exposure to adverse weather conditions, power tools and equipment, and related hazards. Key responsibilities include administering the fleet vehicle and light and heavy equipment maintenance, repair, and inspection program, as well as the fuel management program. The supervisor is responsible for scheduling and assigning vehicle and equipment maintenance tasks, ensuring work assignments comply with safety and maintenance standards, and overseeing purchasing and inventory control of spare parts, tools, equipment, and supplies. The role also encompasses supervising, training, and evaluating employees, implementing and maintaining periodic maintenance schedules for vehicles and equipment, and administering shop safety and training programs. The supervisor oversees the maintenance of the shop building, equipment, communications system, tools, and supplies, and assists with bid specifications and equipment replacement recommendations. They inspect newly purchased County vehicles and equipment, and supervise and perform high-level maintenance, troubleshooting, safety inspections, and repair work on all fleet vehicles, light and heavy equipment, and industrial equipment (both gas and diesel). This includes overseeing fabrication, alteration, and welding, and performing inspections and repairs on various systems such as hydraulic, drive trains, transmissions, suspensions, steering, heating and air conditioning, ventilation, and emissions. The supervisor also implements and administers an oil sample program, troubleshoots and repairs sophisticated emergency equipment, and supervises vehicle body repairs, painting, and touchup work, determining when outside vendors are needed. Planning preventive maintenance schedules, maintaining vehicle records, providing emergency field service to disabled vehicles, and maintaining a neat, clean, and tidy shop and work area are also part of the role. All duties must be performed in accordance with County policies, procedures, safety practices, and automotive industry standards. Additionally, the supervisor may supervise road crews in the absence of the Field Supervisor, be on call for emergency situations including snow removal, and be assigned to perform duties with Department crews.

Requirements

  • High school diploma or GED equivalency is required.
  • Advanced technical training, including diesel mechanics, is required.
  • Five (5) years of vehicle and light and heavy equipment repair experience, including two (2) years of supervisory experience, is required.
  • Knowledge of employee supervision, training, and evaluation methods and techniques.
  • Knowledge of safety standards and training programs and methods.
  • Knowledge of methods, materials, tools, and standard practices of the automotive mechanic's trade, with particular reference to fleet vehicles and light and heavy equipment maintenance.
  • Knowledge of installation, diagnosis, servicing, and repair of gasoline and diesel engines, brake systems, steering and suspension systems, hydraulic systems, power and transmission systems, vehicle electrical systems, computerized engine controls, and related components and systems.
  • Knowledge of operating and maintenance requirements of heavy duty and maintenance equipment.
  • Knowledge of fabrication of components in building police cars and other County equipment.
  • Knowledge of Federal (OSHA) and County heavy equipment and automotive repair and maintenance safety principles and practices including the use of air-powered equipment, lifts, and hoists.
  • Knowledge of personal computers and software used for maintenance, diagnostic, and repair functions.
  • Knowledge of recordkeeping procedures.
  • Ability to supervise, train, motivate, evaluate, and discipline employees.
  • Ability to communicate effectively, both orally and in writing, with subordinate employees, supervisors, the public, local elected and appointed officials, and other County employees.
  • Ability to develop and implement a periodic maintenance schedule for assigned fleet vehicles and light and heavy-duty equipment.
  • Ability to diagnose simple to complex mechanical system problems and determine the best course of repair, maintenance, or replacement.
  • Ability to operate mechanical tools and equipment for equipment and automotive repair.
  • Ability to repair equipment and automotive engines (gasoline and diesel), electrical systems, drive train and suspension systems, hoses and belts, and specialty parts.
  • Ability to inspect equipment and vehicles for common maintenance problems and concerns and monitor fluid levels.
  • Ability to operate air-powered equipment and tire break-down equipment.
  • Ability to perform engine tune-ups including computerized control systems.
  • Ability to read and comprehend equipment and automotive maintenance and repair manuals.
  • Ability to operate a personal computer and job-related software.
  • Ability to follow written and oral instructions.
  • Ability to maintain vehicle and equipment inspection, maintenance, and repair records, reports, and activity logs.
  • Ability to perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines.
