About The Position

The State Health Insurance Program (SHIP) & Senior Medicare Patrol Program (SMP) Regional Coordinator is responsible for the supervision of the SHIP & SMP Programs. Responsibilities include planning, coordinating, and evaluating the program, supervision of appropriate staff, training and education efforts, and interaction with service agencies and community partners throughout the region.

Requirements

  • Knowledge of social work programs and processes, as well as governmental financial benefits.
  • Knowledge of community resources and support network available to clientele served, including state and federal grants and services guaranteed by the federal government for the populations served.
  • Excellent communication skills, both orally and written.
  • Excellent organizational and time management skills.
  • Ability to relate to the elderly and their unique problems.
  • Knowledge and ability to operate office equipment including telephone, copy machine, fax machine, computer, and calculator.
  • Ability to read and interpret guidelines and regulations and apply them to the job.
  • Bachelor’s Degree from an accredited four-year college or university in Social Work, Behavioral Sciences, Psychology, Geriatric Studies, or a related field.
  • At least one (1) year of administrative experience and two (2) years of Social Services experience.
  • A valid driver’s license and a good driving record.

Responsibilities

  • Receive referrals from doctor’s offices, DHR, mental health, Social Security, Medicaid, Medicare, and individuals about health insurance issues.
  • Provide health insurance information and counseling and assistance. Educate beneficiaries on policy needs, make referrals for identified needs, explain Medicaid and Medicare benefits and long-term care insurance and assists with other related problems.
  • Assists clients with enrollment in Medicare, Medicare Savings Programs, supplemental plans, drug plans, Medicare Advantage plans, etc.
  • Work with Public Relations Specialist to develop news releases for TV, radio and newspaper. Provide all outreach for the program, writing senior groups and developing brochures.
  • Develop educational programs to be used for public speaking engagements. Topics include Medicare, Medicaid, Managed Care, Medigap, etc.
  • Conduct public speaking engagements at nutrition centers, senior, professional and organizational group meetings.
  • Recruit, train and coordinate volunteers to assist with SHIP and SMP programs.
  • Provide semi-annual training for volunteers.
  • Maintain records (for both volunteers and coordinator), compile data, prepare and submit required reports.
  • Coordinate volunteer activities, arrange speaking engagements and presentations.
  • Work with a legal contractor on cases that require such intervention.
  • Research, compile and update materials available on Medicare/Medicaid program regulations, fraudulent practices and procedures for reporting.
  • Develop working relationships with senior groups and area agencies to encourage networking of services between organizations.
  • Participate in seminars, aging related meetings, health fairs and other venues to inform the community about the SHIP and SMP programs.
  • Supervise development and maintenance of SHIP resource centers throughout the SARPC region.
  • Review reports, releases and other materials to stay informed of most current developments relating to issues encountered by clients.
  • When necessary, make referrals to appropriate service providers and conduct follow-up to determine that assistance was provided.
  • Works collaboratively with Aging and Disability Resource Center (ADRC) staff to deliver SHIP and Senior Medicare Patrol services.
  • Provides periodic training to ADRC staff for mandated SHIP certification, and to equip ADRC staff to provide SHIP counseling, Medicare Savings Program benefit, screening and application assistance, and associated program data reporting.
  • Collaboration with Senior Rx and Alabama Cares coordinators.
