About The Position

Advanced Technologies and Laboratories (ATL), a Planned Systems International (PSI) company, is hiring for a 222-S Day Shift Manager in Richland, WA. This position will support Navarro-ATL. Navarro-ATL is located in Richland, WA and operates, manages, and maintains the 222-S Laboratory Complex for the Department of Energy. Navarro-ATL members are Navarro Research and Engineering, Inc. (Oak Ridge, TN), and Advanced Technologies and Laboratories International (Gaithersburg, MD). The SRM (Shift Relief Manager) provides comprehensive leadership and oversight for facility operations across rotating shifts at a Category 3 Nuclear Laboratory, ensuring strict compliance with technical, environmental, and safety requirements. The SRM directs and supervises Shift Operations Managers (SOMs), Chemical Technologists (CTs), and Stationary Operating Engineers (SOEs); manages personnel matters; oversees training and qualification programs; and maintains the Rounds Action Tracking List (RATL) for equipment and building deficiencies, actively pursuing mitigative and corrective actions. Responsibilities include ensuring qualified shift staffing, authorizing and documenting work packages, administering access and key control, overseeing configuration and activity integration, and managing the lock and tag control program. The SRM may lead facility responses during abnormal and emergency events, coordinates no-notice emergency preparedness drills on backshift, and collaborates with SMEs, Maintenance, Environmental, Health & Safety, Emergency Preparedness departments, and Day-Shift operations to maintain continuity and safety. Candidates must demonstrate experience with shift management in nuclear or highly regulated environments, regulatory compliance, emergency response leadership, personnel development, and strong organizational and communication skills.

Requirements

  • Bachelor’s degree in related field and 10-12 years of related experience, or equivalent combination of education and/or experience.
  • Fully qualified as 222-S Shift Operations Manager (SOM), Building Emergency Director (BED), Facility Operations Specialist (FOS), Field Work Supervisor (FWS), and Control Organization Authority (COA)

Responsibilities

  • Manage Rotating Shift Personnel, Including Shift Operations Managers (SOMs), Chemical Technologists (Chem Techs), and Stationary Operating Engineers (SOEs): Provide direct leadership and supervision to SOMs, Chem Techs, and SOEs assigned to rotating DuPont shift schedules. Ensure effective communication and coordination across all roles and shifts, facilitate seamless transitions between crews, and monitor compliance with laboratory policies, safety requirements, and operational procedures. Promote teamwork and a culture of safety among shift personnel.
  • Ensure All Shifts are Manned by Qualified SOMs, Building Emergency Directors (BEDs), Chemical Technologists (CTs), and Stationary Operating Engineers (SOEs): Maintain continuous oversight of shift schedules to verify that every shift is staffed with qualified personnel in all critical roles, including Shift Operations Managers, Building Emergency Directors, Chemical Technologists, and Stationary Operating Engineers. Coordinate scheduling and address any qualification or coverage gaps in advance to guarantee safe, compliant, and well-supervised facility operations at all times.
  • Serve as Rounds Action Tracking List (RATL) Owner, Provide Weekly Status Reports, and Pursue Corrective Actions: Maintain responsibility for the Rounds Action Tracking List (RATL), which is used to document and track equipment and building deficiencies identified during routine shift surveillances. Regularly review and update the RATL, ensuring the accurate status of identified issues. Proactively pursue and coordinate appropriate mitigative and corrective actions to resolve deficiencies, engaging with relevant maintenance, engineering, or management personnel as needed. Deliver comprehensive weekly reports to the Facility Operations Manager summarizing outstanding items, actions taken, and progress toward resolution.
  • Partner with Conduct of Operations Mentor and Training Department to Elevate Professional Standards: Collaborate closely with the Conduct of Operations (Con Ops) Mentor and Training Department to advance knowledge, skills, and performance standards among SOMs, Chemical Technologists, and Stationary Operating Engineers. Coordinate continuing education and facilitate on-the-job training (OJT) and on-the-job evaluations (OJE) to foster continuous professional growth and regulatory compliance.
  • Track Qualification Card Training for SOMs, Chemical Technologists, and Stationary Operating Engineers: Oversee and document qualification card training progress for all SOMs, Chemical Technologists, and Stationary Operating Engineers. Monitor training cycles and ensure timely completion and renewal of required qualifications to maintain a fully qualified operations roster.
  • Coordinate with Emergency Preparedness (EP) Department for Backshift No-Notice EP Drills for BED Requalification: Work in partnership with the Emergency Preparedness Department to plan and implement no-notice emergency preparedness drills during backshift operations. Manage the execution and evaluation of these drills to ensure ongoing requalification of Building Emergency Directors, identify areas for improvement, and strengthen overall facility readiness.
  • Assist Day-Shift Operations as Needed: Provide support to Day-Shift Operations as required, including collaboration on shift transitions, sharing information on ongoing or emergent issues, addressing cross-shift operational needs, and helping maintain continuity of safe, efficient laboratory operations across all teams.
