The Shelter Plus Care Program Supervisor oversees rental assistance program operations, supervises program staff, and ensures timely and compliant processing of all participant activities. This position supports programs including SPC, LTLCHD, LTLD, Pathways Home PSH, and HOME‑TBRA. The Supervisor collaborates closely with partner agencies, case managers, landlords, and internal departments to ensure participants maintain stable housing. This role also provides leadership in departmental systems, workflow management, staff training, compliance reviews, and process improvements. The Supervisor advances the YWCA mission of racial and social justice through equitable program operations and leadership. This position has a social justice component allowing for critical thinking around how the external systems impact the work that we are doing through the lens of racism and intersections with poverty. Requirements

  • 3+ years of experience in customer service, affordable housing, property management, housing, shelter, or homelessness services.
  • Experience with intakes, eligibility verification, or application processing.
  • Strong organizational skills and attention to detail.
  • Clear communication and customer service skills.
  • Strong judgement and boundary-setting skills.
  • Ability to work independently and as part of a team.
  • Commitment to confidentiality and problem-solving.
  • Understanding of racial equity and the impacts of racism and poverty.
  • Ability to navigate housing, human services, healthcare, and related systems.
  • Proficiency in MS Office (Word, Excel, Outlook, PowerPoint).
  • Experience with YARDI, HMIS, or other databases—or willingness to learn.

Nice To Haves

  • Familiarity with HUD Section 8 or LIHTC processes is a plus.

Responsibilities

  • Serve as the first line of oversight for Program Specialists, providing guidance and development on daily operations and routine monthly tasks including daily team and weekly one-on-one meetings
  • Ensure monthly completion of all annual and interim reviews needed for rental assistance processing
  • Generate, reconcile and submit the monthly rental assistance drawdown report in a timely manner
  • Maintain and update programming forms, workflows, and database updates ensuring alignment with agency confidentiality policy
  • Coordination with internal departments and external partners to ensure timely financial reporting and data submission
  • Serve as main point of contact for YARDI database and submit help tickets
  • Participate and provide program representation and logistics support for client, landlord, program and department meetings
  • Manage staff timesheets, duties and actions including IT, Payroll, HR and Accounting
  • Participate in recruiting, onboarding, and staffing activities
  • Attend compliance and operations training as required
  • Model YWCA’s Social Justice Initiative and champion racial and gender equity
