About The Position

Constructs, maintains, and repairs sewer lines. There is one (1) immediate permanent full-time vacancy with the Department of Environmental Management - Wastewater Division in Kailua-Kona. The eligible list may be used for other permanent and temporary vacancies as they arise during the life of the list. Temporary appointment may lead to conversion to permanent appointment. Special Working Conditions: Exposure to hazardous, filthy, and/or obnoxious conditions. May be required to work shifts, weekends, and holidays. Applicants must be available for stand-by duty and be available for immediate response in case of emergency.

Requirements

  • Graduation from high school, and two (2) years of experience in general construction or maintenance and repair work involving mechanical, piping, or sewer systems.
  • Possession of a valid State of Hawai'i Class B Commercial Driver License with Air Brakes and N endorsement at the time of appointment.
  • A good driving record certified by a traffic abstract confirming no DUI convictions, license revocations, or suspensions for three (3) years preceding and no moving violations for one (1) year preceding.
  • A current traffic abstract is valid for 30 days from date of issuance by the district court.
  • Possession of a current Department of Transportation Medical Examiner's Certificate is required prior to appointment.
  • Knowledge of tools, power driven equipment, materials and practices used in installing, maintaining, and repairing pipelines and/or sewer systems.
  • Knowledge of occupational hazards of safety practices used in connection with construction work.
  • Ability to lay pipes to line and grade.
  • Ability to operate CCTV equipment.
  • Ability to operate grouting equipment.
  • Ability to use power and hand tools and make simple adjustments on equipment.
  • Ability to read sketches and drawings.
  • Ability to make emergency repairs.
  • Ability to understand and follow oral and written instructions.

Responsibilities

  • Installs, cuts, and lays clay, cast iron, PVC, or concrete pipes and fittings for sewer extensions to line and grade.
  • Cuts pipe and installs saddle wyes in tapping sewer mains to install service laterals.
  • Constructs reinforced concrete and brick masonry manholes including appurtenances.
  • Repairs broken or leaking sewer mains by trenchless repair methods such as chemical grouting, installing Link Sleeve repair sleeves, replacing or restoring concrete hydraulic cement, etc.
  • Uses centrifugal pumps, air compressors, pneumatic tools, concrete mixers, mechanical blowers, sandblasting equipment, electric generators, power sewer-cleaning machines, Closed Circuit TV (CCTV) equipment, chemical grouting equipment, Link Sleeve equipment, vacuum truck, and hand tools necessary in the construction, maintenance, and repair of sewers.
  • Assists in excavation and installation of concrete cradle and backfill.
  • Prepares written reports and maintains operational records.
  • Operates Vacuum truck (GVW of 26,000 pounds) to clean sewer lines, and a Camera truck (GVW of 14,100 pounds) to inspect sewer lines, chemical grouting, and trenchless repair work.
  • May operate a 46,000 GVW vehicle to clean sewer lines with high pressure water and to vacuum debris associated with cleaning process.
  • Supervises the work of helpers.
  • May act as the supervisor in their absence.
  • Performs other related duties as assigned.
