About The Position

This position is part of the Department of Health and Human Services (DHHS), Office of Service Review (OSR). The Office of Service Review is located in the Division of Continuous Quality and Improvement, and the Service Review Manager coordinates and conducts quality reviews for internal DHHS operational units, and directly supervises a team of five internal service reviewers. This position, in consultation with the Office Director, provides recommendations to agencies and advocates for clients. The internal service review team plays a key role in moving the vision of the Department forward in ensuring that all Utahn's have fair and equitable opportunities to live safe and healthy lives by ensuring that DHHS operational units are continually improving the quality of their services as a result of OSR oversight and recommendations. The Service Review manager assists the Office Director in setting policy and direction and may act on behalf of the director as assigned. This position may also assist with developing and monitoring the program budget, monitoring compliance, and supervising staff. The Manager may represent the agency at meetings with federal, state and local governments or private providers and/or serve on various boards, councils, committees, or task forces to facilitate agency goals.

  • Develop and/or implement new policies/procedures/standards and/or rules/regulations
  • Apply principles, theories, and practices of personnel/human resource management
  • Navigate applicable laws, rules, regulations and/or policies and procedures
  • Ensure compliance with contract terms, policies and procedures, etc.
  • Understand agency objectives, organization, structure and mission
  • Deliver presentations or training using acceptable methods and techniques

Nice To Haves

  • Applicants certified as a Child and Family Services Reviewer (CFSR+)/Juvenile Justice and Youth Services Quality Service Reviewer (QSR), or experience conducting other reviews at a state or federal level for child welfare or juvenile justice programs.
  • Supervisor experience.
  • Experience in practice improvement, quality assurance (QA), continuous quality improvement (CQI) and performance analysis related to child welfare or juvenile justice programs.
  • Skills in using Microsoft Office (Excel) , Google Suites, SAFE (DCFS), and Care (JJYS) to for data analysis related to child welfare or juvenile justice programs.
  • Experience working in child welfare or juvenile justice positions.

Responsibilities

  • Supervises subordinate personnel including: hiring, determining workload and delegating assignments, training, monitoring and evaluating performance, and initiating corrective or disciplinary actions. Sets goals, establishes priorities, manages resources, develops concepts and approaches, reviews project progress and results, makes management decisions.
  • Coordinates and conducts internal reviews of DHHS Operational Units. These reviews include Child and Family Service Review (CFSR+), Case Process Reviews (CPR), Quality Service Review (QSR).
  • Works closely with federal partners and DCFS, JJYS, and OPG staff to make practice recommendations based on review outcomes.
  • Compile data, develop reports, and present findings to management, various public officials, or senior professionals.
  • Participates in establishing direction, goals, and policies. Meets with agency managers and directors to determine needs and challenges.
  • Ensures compliance with applicable federal and/or state laws, regulations, and/or agency rules, standards and guidelines, etc.
