About The Position

Jigsaw is seeking an experienced Service Manager to lead and shape its new youth mental health service in Waterford. This role involves collaborating with the Clinical Manager to develop the service, lead and support the team, build local partnerships, and ensure young people have access to high-quality mental health support. Requirements

  • A minimum of three years' management experience in health, social care, education, youth work, community, or not-for-profit services.
  • At least three years' experience managing a team in a human service delivery environment.
  • A relevant third-level qualification in business, health (including mental health), community development, education, or a related social science area, or equivalent relevant management experience.
  • Experience managing budgets, financial procedures, and operational plans.
  • Experience monitoring performance and using data to inform service delivery and development.
  • Strong communication, interpersonal, and relationship-building skills.
  • A collaborative approach to leadership, with strong self-awareness, emotional intelligence, and conflict-management skills.
  • Experience working across teams and with a range of internal and external stakeholders.
  • Experience managing change and supporting service development.
  • Strong computer literacy, including Microsoft Office and Office 365.
  • A full, clean driving licence.
  • Flexibility to work occasional evenings and weekends in line with service requirements.
  • Garda clearance is a condition of employment.

Responsibilities

  • Provide effective leadership and line management to the service team, supporting staff development, performance, and wellbeing.
  • Work collaboratively with the Clinical Manager to create a positive, compassionate, and high-performing team culture.
  • Contribute to the strategic planning and development of the service in line with Jigsaw's local, regional, and national priorities.
  • Develop annual service plans and translate strategic priorities into clear operational plans and actions.
  • Support continuous improvement across the service.
  • Oversee the effective day-to-day operation of the service, including referrals and appointment scheduling.
  • Monitor service performance, KPIs, and targets, and use data and evaluation to inform service delivery and improvement.
  • Manage the local service budget and ensure financial procedures are followed.
  • Implement and monitor risk management processes.
  • Ensure appropriate health and safety arrangements are in place and that the service environment is safe, welcoming, and appropriate for young people.
  • Ensure relevant organisational policies, procedures, and standards are implemented effectively.
  • Develop and maintain strong relationships with statutory, voluntary, and community organisations.
  • Strengthen local referral pathways and support effective integration with relevant services.
  • Represent Jigsaw at local networks, community forums, and relevant meetings.
  • Support the promotion of Jigsaw's services and youth mental health promotion work within the local community.
  • Build positive relationships with young people, parents/carers, and external stakeholders.
  • Oversee the delivery and development of the Youth Advocate Programme.
  • Work with the Youth & Community Engagement Worker to support community programmes and engagement activities.
  • Support the planning, delivery, and evaluation of local community events.
  • Ensure feedback from young people and parents/carers informs service development and delivery.
  • Contribute to local fundraising strategies and activities in line with Jigsaw policies and procedures.
  • Act as Complaints Officer for the service.
  • Contribute to wider organisational initiatives and projects as required.
  • Work flexibly in line with service requirements, including occasional evening and weekend work.
