About The Position

The Senior Workforce & Human Capital Consultant serves as a trusted advisor supporting federal agencies in workforce planning, organizational effectiveness, and human capital modernization initiatives. This role combines management consulting expertise with workforce strategy and organizational design capabilities to help government leaders optimize workforce performance, address talent challenges, and strengthen organizational resilience. You will partner with senior government stakeholders to assess workforce needs, support workforce transformation initiatives, and implement data-driven strategies that align talent, structure, and resources with mission objectives. The role requires strong analytical, communication, and stakeholder engagement skills to deliver impactful solutions in a dynamic federal environment.

Requirements

• 8+ years of management consulting, human capital consulting, workforce planning, organizational effectiveness, or related experience supporting federal government clients.
• Bachelor's degree in Human Resources, Organizational Development, Business Administration, Public Administration, Industrial-Organizational Psychology, or a related field.
• Demonstrated experience supporting workforce planning, workforce analytics, organizational design, human capital strategy, or workforce transformation initiatives.
• Experience conducting workforce assessments, skills and capability mapping, workload analyses, staffing studies, and organizational evaluations.
• Knowledge of federal workforce management practices, workforce planning methodologies, and human capital frameworks.
• Experience developing executive-level presentations, briefing materials, reports, and strategic recommendations.
• Strong analytical and problem-solving skills with experience using workforce data to support planning and decision-making.
• Proficiency with Microsoft Office Suite, including Excel, PowerPoint, Teams, and SharePoint.
• Excellent verbal and written communication skills with the ability to effectively engage stakeholders at all organizational levels.
• Must be a U.S. citizen.
• Must be eligible for a federal background investigation.
• Ability to obtain and maintain any required government credentials, system access, and identity verification requirements.

Nice To Haves

• A master's degree is preferred.
• Experience with Power BI, workforce analytics platforms, or dashboarding tools is preferred.
• Master's degree in Business Administration (MBA), Public Administration (MPA), Human Resources, Organizational Development, or a related discipline.
• Prosci Change Management Certification, PMP Certification, SHRM certification, or other relevant workforce and organizational development credentials.
• Experience supporting workforce modernization, strategic workforce planning, or organizational transformation initiatives within federal agencies.

Responsibilities

• Lead workforce planning and human capital support activities, leveraging industry best practices to assess workforce needs, analyze staffing trends, and support strategic decision-making.
• Maintain and analyze workforce rosters, staffing trackers, workforce dashboards, and related reporting tools to provide government leaders with visibility into workforce capacity and readiness.
• Conduct workforce analyses, including skills inventories, capability assessments, workload evaluations, and surge planning to identify gaps, risks, and future workforce requirements.
• Support organizational design and workforce transformation initiatives, including organizational assessments, role alignment, workforce restructuring efforts, and operating model development.
• Coordinate workforce-related data calls, reporting activities, and stakeholder engagements while ensuring the accuracy and integrity of workforce data and deliverables.
• Assist federal staff hiring activities through workforce planning, position management support, hiring coordination, and workforce onboarding readiness efforts.
• Develop knowledge management, succession planning, and continuity strategies to preserve institutional knowledge and ensure operational continuity.
• Prepare executive-level briefings, workforce reports, strategic communications, and recommendations that inform leadership decisions and support organizational objectives.
• Facilitate collaboration among government leadership, program offices, human resources stakeholders, and external partners to advance workforce and organizational priorities.
