About The Position

Kentro is hiring for a Senior Web Software Developer to support the Department of Transportation’s OCDIO Digital Factory under the SWES Capacity Task Order. This role is a central technical position within a program responsible for keeping DOT’s enterprise applications stable, secure, and moving forward as the agency modernizes its digital services. The work spans Operations, Maintenance, and Enhancements as well as Development, Modernization, and Enhancements, giving the developer a direct hand in both sustaining critical systems and shaping their future state. As the Senior Web Software Developer, you will lead development activities for mid‑tier systems, maintain consistent sprint delivery, and guide legacy applications through their transition to modern cloud environments. You will contribute to secure coding practices, automated pipelines, and the overall technical quality of solutions delivered across multiple Operating Administrations. The mission of this contract is to ensure DOT’s applications remain reliable while steadily improving performance, security, and user experience. This includes reducing technical debt, supporting modernization initiatives, and enabling DOT to respond quickly to evolving business and regulatory needs. This position is well suited for engineers who thrive in complex enterprise environments and want their work to directly support national transportation programs. It offers meaningful technical responsibility, visibility across the Digital Factory, and the opportunity to contribute to a federal modernization effort with real impact. Requirements

  • Senior-level web development expertise — Demonstrated senior technical capability in web-based platforms, with specialized experience in established technologies.
  • Enterprise full‑stack experience — At least 5 years of specialized experience in established technologies or 7+ years of relevant experience when formal training is not substantiated.
  • Technical–functional integration experience — Minimum of 3 years merging technical and functional design requirements for enterprise web applications.
  • Modern stack proficiency — Hands-on experience with .NET, Java, JavaScript/TypeScript, and cloud-native architectures in AWS or Azure.
  • Web and database-driven application knowledge — Strong understanding of web-based technologies, database-backed applications, and content management systems.
  • Advanced CI/CD and version control — Proficiency with GitHub Enterprise or Azure DevOps and automated deployment pipelines.
  • Enterprise platform integration background — Experience developing within or integrating major platforms such as Salesforce, Power Platform, ServiceNow, Dynamics 365, Drupal, or Appian.
  • Secure coding and DevSecOps awareness — Familiarity with federal DevSecOps expectations and secure development frameworks.
  • Agile delivery experience — Experience working within Agile teams; Agile certifications preferred.
  • Education requirement — Bachelor’s degree in Computer Science, Information Systems, Graphic Design, or a related field.
  • Federal IT familiarity — Understanding of federal cybersecurity boundaries, ATO processes, and POA&M remediation is beneficial.
  • Strong communication skills — Ability to communicate technical concepts clearly and collaborate effectively across functional groups.

Responsibilities

  • Lead development execution — Deliver user stories, resolve defects, and complete enhancements as the senior technical contributor for OM&E and DME workstreams.
  • Sustain sprint cadence — Maintain consistent 2–4 week sprint momentum and ensure development throughput aligns with Digital Factory priorities.
  • Bridge technical and functional design — Merge functional requirements with technical implementation to produce stable, scalable web-based solutions.
  • Guide modernization and lifecycle transitions — Support the transition of legacy applications into modern cloud-native environments and oversee system lifecycle progression.
  • Provide senior technical leadership — Lead development activities for Tier 2–3 systems and contribute to backlog refinement, prioritization, and task coordination.
  • Embed secure coding practices — Apply NIST 800‑218 and OWASP-aligned secure development principles within automated CI/CD pipelines.
  • Integrate enterprise platforms — Build and integrate solutions across enterprise platforms such as .NET, Java, Salesforce, Power Platform, ServiceNow, and AWS/Azure.
  • Support decommissioning activities — Assist with planning and executing application sunset and transition efforts as systems move to modernized platforms.
  • Collaborate across disciplines — Work with PMs, architects, cybersecurity teams, and product owners to ensure alignment with Digital Factory goals.
  • Mentor junior developers — Provide guidance, enforce code review standards, and help elevate overall engineering quality across the team.
