About The Position

The Senior Waterfront Engineering & Technical Integration Lead serves as TMMG's senior technical representative supporting TOTE Services throughout the design, procurement, production, testing, and delivery phases of the LSM VCM Program. This position provides technical leadership across engineering, equipment acquisition, vendor integration, production planning, construction support, testing, and lifecycle sustainment. The position serves as the primary interface between engineering, supply chain, production, quality assurance, testing, equipment manufacturers, classification societies, and government stakeholders to ensure technical requirements are accurately translated into executable ship construction and procurement activities. The successful candidate will lead Technical Data Package (TDP) development, procurement engineering support, vendor technical management, production integration, engineering change management, and waterfront execution while reducing technical risk, minimizing production disruptions, improving equipment standardization, and supporting on-time vessel delivery.

Requirements

  • Background check, US Citizenship, and drug screening are requirements of this position.

  • Bachelor's degree in Marine Engineering, Marine Systems Engineering, Naval Architecture, Mechanical Engineering, Electrical Engineering, or a closely related engineering discipline from an accredited college or university.
  • Ability to obtain and maintain a Department of Defense (DoD) Secret Security Clearance, if required by the customer.
  • Ability to obtain and maintain a Common Access Card (CAC).
  • Ability to obtain and maintain a Transportation Worker Identification Credential (TWIC), if required for shipyard or port access.
  • Valid U.S. Driver's License with the ability to travel to customer, shipyard, and vendor locations.
  • Demonstrate working knowledge of shipbuilding engineering and production processes.
  • Demonstrate working knowledge of marine mechanical, electrical, structural, piping, HVAC, and auxiliary systems.
  • Demonstrate working knowledge of Technical Data Package (TDP) development and management.

  • Ability to work in an office environment with periodic visits to shipyards, waterfront facilities, vendor locations, customer sites, and production areas.
  • Ability to conduct engineering reviews, attend technical meetings, and perform occasional field assessments in industrial and marine environments.
  • Ability to walk through manufacturing facilities, fabrication shops, warehouses, and vessel construction areas as required to support engineering coordination and technical evaluations.
  • Ability to board vessels on an occasional basis to support engineering reviews, equipment verification, customer meetings, or technical issue resolution.
  • Ability to stand, walk, bend, and climb stairs or standard ship accessways for limited periods during site visits.
  • Ability to lift or carry up to 25 pounds of technical documents, laptops, inspection equipment, or project materials.
  • Ability to work safely in industrial environments while wearing required Personal Protective Equipment (PPE), including hard hat, safety glasses, hearing protection, steel-toe footwear, and high-visibility clothing, as required.
  • Ability to perform detailed visual reviews of engineering drawings, equipment installations, production activities, and technical documentation.

  • A Master's degree in Engineering, Engineering Management, Business Administration (MBA), or a related technical field is desirable but not required.
  • Equivalent combinations of military engineering experience, shipyard engineering leadership, or extensive marine technical experience may be considered in lieu of formal education where appropriate.
  • U.S. Coast Guard Merchant Mariner Credential (MMC) Unlimited or Limited Marine Engineer's License.

Responsibilities

  • Provide technical leadership throughout the engineering, procurement, production, testing, and delivery lifecycle.
  • Ensure engineering products are technically complete, constructible, and production-ready before release.
  • Lead the development and validation of Technical Data Packages (TDPs) supporting equipment procurement and installation.
  • Improve communication between engineering, production, vendors, supply chain, and customer representatives.
  • Reduce engineering changes, production disruptions, and schedule impacts.
  • Improve equipment standardization, lifecycle support, and logistics commonality.
  • Support successful procurement, construction, testing, commissioning, and vessel delivery.
  • Review engineering drawings, technical specifications, contract requirements, and production work packages for completeness, constructability, and technical compliance.
  • Evaluate engineering deliverables prior to production release.
  • Verify engineering documentation supports efficient production methods and installation sequencing.
  • Identify engineering conflicts, technical deficiencies, and production risks early in the design process.
  • Coordinate engineering issue resolution between design organizations, production, vendors, quality assurance, and customer representatives.
  • Support engineering reviews throughout the vessel lifecycle.
  • Lead the development, review, validation, and maintenance of Technical Data Packages supporting equipment procurement, vendor integration, production, and lifecycle support.
  • Develop complete Technical Data Packages for procurement activities.
  • Prepare equipment descriptions and procurement documentation.
  • Develop and validate technical requirements and equipment specifications.
  • Establish quantities, units of measure, and material requirements.
  • Define quality assurance requirements and inspection criteria.

  • Coordinate technical package development with Supply Chain, Engineering, Production, Quality Assurance, and Program Management.
  • Support technical clarification requests throughout the procurement lifecycle.
  • Review vendor technical manuals, certifications, spare parts documentation, and lifecycle support data.
  • Serve as the technical authority for vendor integration by reviewing vendor drawing packages, equipment submittals, interface control documents, and equipment certifications.
  • Coordinate technical comment resolution and support vendor design reviews.
  • Manage engineering interfaces between multiple suppliers and monitor vendor technical performance.
  • Support alternate equipment evaluations and improve equipment standardization across the class.
  • Serve as the primary technical liaison between Engineering, Production Planning, Manufacturing, Supply Chain, Quality Assurance, Ship Test, Commissioning, Vendors, ABS, USCG, Program Management, and Customer representatives.
  • Perform routine shipchecks to verify construction progress, engineering compliance, equipment installation, production quality, technical discrepancies, installation sequencing, system interfaces, maintainability, accessibility, and production readiness.
  • Lead technical resolution of Requests for Information (RFIs), Engineering Change Requests (ECRs), Engineering Change Notices (ECNs), vendor technical changes, production deviations, drawing revisions, and configuration management activities.
  • Evaluate impacts to cost, schedule, procurement, production, testing, logistics, and configuration baseline.
  • Support engineering throughout Factory Acceptance Testing, Harbor Acceptance Testing, Builder's Trials, Dock Trials, Sea Trials, Integrated Testing, Acceptance Trials, and final vessel delivery.
  • Review test procedures, engineering prerequisites, deficiencies, corrective actions, and technical closeout documentation.
