About The Position

Brown and Caldwell (BC) is currently looking for a Senior Water Resources Project Manager to join our team in Portland, Oregon. This is an exciting, client-facing role where the selected individual will have the resources and autonomy to oversee and lead stormwater planning and regulatory compliance project work. The ideal candidate will have local and regional client connections, and anticipated project work will span across the state of Oregon as well as Washington and Idaho. The TC4, Compliance & Permitting role will oversee strategic permit planning and lead the preparation of complex permit applications. The role will conduct and supervise multi-media environmental audits and assessments, ensuring comprehensive compliance evaluations. The role will include negotiating with regulatory agencies to resolve compliance issues and secure necessary permits. The role will develop advanced tools and standards to support compliance efforts and mitigate environmental liabilities. The role operates with minimal oversight and guides large projects or processes.

Requirements

  • Expertise in regulatory gap analysis and strategic permit planning.
  • Advanced competency in preparing permit applications and conducting environmental audits and assessments.
  • Strong thought leadership abilities and skills in compliance support, reporting, and agency negotiations.
  • Proficient in written and oral communications with clients.
  • Typically, a minimum of 10 years of related work experience in compliance & permitting or related field is required.
  • Extensive experience in environmental liability management, risk reduction, and development of tools and standards.
  • Typically certified in the SMS Framework, and progressing through the SMS competencies.
  • A bachelor’s degree in environmental science, engineering, or related field or equivalent experience is required.

Responsibilities

  • Review technical work performed by more junior staff.
  • Conduct regulatory gap analysis to pinpoint areas requiring increased compliance.
  • Develop strategic permit plans and prepare permit applications.
  • Prepare permit application forms, ensuring all information required by regulatory agencies is included.
  • Conduct multi-media environmental audits, assessments, and reporting for comprehensive environment management.
  • Support compliance and reporting activities, ensuring all relevant documentation is prepared and submitted on time.
  • Support development of compliance programs.
  • Negotiate with agencies, acting as the primary point of contact for all environmental issues.
  • Mitigate environmental liability and risk through strategic planning and risk management.
  • Advance and implement tools and standards for environmental compliance and permitting.
  • Flexibility to adapt and execute various additional assignments based on evolving needs.
  • Provide mentorship, guidance, support, and knowledge-sharing to help less experienced team members develop their skills and grow within their roles.
