About The Position

Freese and Nichols, Inc. is seeking a Senior Water Resources Design - Heavy Civil Engineer for their Houston, Texas office. This role involves serving as a client-facing project manager for water resources design and heavy civil projects, with a focus on dams and levees. The engineer will lead analysis, design, and the preparation of technical reports and construction documents, as well as provide Engineer of Record services during construction. The position requires the ability to work independently and supervise teams of professionals and technicians across multiple states (Texas, Louisiana, Mississippi, Alabama, and Florida). Strong interest and proven ability in supervising, coaching, and mentoring staff are essential. The role also includes client interaction, business development activities such as proposal preparation, client visits, and marketing. The Senior Engineer and Project Manager will direct and supervise studies, investigations, and designs, define tasks for team members, and provide oversight to ensure quality, consistency, and continuity. Effective communication with clients, their staff, and regulatory agencies is crucial. This includes managing multi-discipline teams of engineers, technicians, designers, drafters, and scientists, requiring intergroup and interoffice coordination, as well as external consultant management. The engineer will keep the project team informed of all activities, respond promptly to needs, and evaluate design decisions for their impact on schedule, budget, and client needs. Responsibilities include collecting and analyzing data for reports, preparing construction contract documents, tracking project financials, performing monthly reporting, and developing and maintaining quality control plans and project schedules to ensure timely, technically correct, and high-quality deliverables that meet client expectations. The role also requires staying updated on applicable regulations and technological advancements, and investigating new technologies or design/construction techniques.

Requirements

  • 12+ Years’ Experience in engineering of dams, levees, and hydraulic structures.
  • B.S. degree in Engineering
  • Excellent communication skills – both technical writing and oral.
  • Ability to lead, motivate, and manage a project team and oversee excellent quality of work.
  • Registered with the Texas Board of Professional Engineers

Responsibilities

  • Serve as a client facing project manager in the field of water resources design and heavy civil projects with an emphasis on dams and levees.
  • Lead the analysis, design, and preparation of technical reports, construction documents, and Engineer of Record services during construction.
  • Work independently as well as plan and supervise work of teams of professionals and technicians.
  • Supervise, coach and mentor staff.
  • Engage in client interaction and commitment to client service.
  • Engage in business development activities, including proposal preparation, client visits, and marketing activities.
  • Serve as a Senior Engineer and Project Manager for large complex projects.
  • Direct and supervise studies, investigations, and designs.
  • Define tasks to be conducted by others, and provide general supervision, review, and approval throughout each project to ensure continuity, consistency, and quality.
  • Maintain effective communications with client, client’s staff, and regulatory agencies.
  • Provide supervision of a multi-discipline team of engineers, CAD technicians, designers, drafters, scientist, etc., requiring intergroup and interoffice coordination and external consultant management.
  • Keep the project team abreast of all project activities, responding promptly to needs, problems, or requests.
  • Evaluate and analyze design decisions to ensure objectivity, soundness of design, and impact of those decisions on schedule, budget, and needs.
  • Collect, correlate, and prepare recommendations and conclusions for reports.
  • Participate in the preparation and implementation of construction contract documents.
  • Track project financials and perform monthly reporting and preparation of status reports.
  • Develop and maintain a quality control plan for the engineering disciplines required to produce high quality deliverables.
  • Develop and maintain the project schedule.
  • Maintain timeliness and technical correctness of a project to ensure high-quality work that meets the client’s budget and expectations.
  • Remain up to date on applicable regulations and related technological advancements.
  • Investigate new areas of technology or new applications of existing design and construction techniques.
