About The Position

WSP is seeking a Senior Vice President, Alternative Delivery Project Director – Federal Programs to join its Federal Alternative Delivery Team. This senior leadership role will focus on advancing WSP’s federal alternative delivery and contractor-led design-build practice. The position offers the potential to work out of various WSP offices including Arlington, VA; Virginia Beach, VA; Denver, CO; Tacoma, WA; San Diego, CA; Dallas, TX; or San Antonio, TX. The role involves working on projects with the Federal Programs AEC Team and contributing to a growing organization that meets client objectives and solves challenges. The Alternative Delivery Project Director – Federal Programs (ADPD FP) provides executive leadership for a portfolio of alternative delivery pursuits and active projects in the federal and Department of War (DoW) markets, combining proactive market engagement with executive project oversight. This role will help grow WSP’s federal design-build consulting practice by selecting opportunities and partners, aligning delivery strategy, and overseeing procurement and post-award execution to manage risk and compliance, achieve schedule and margin objectives, develop talent, and strengthen delivery capabilities across multidisciplinary horizontal and vertical construction projects. The ADPD FP may also hold national and/or regional contractor account management responsibilities for designated contractor clients, developing relationship and teaming plans that leverage WSP’s geographic presence and technical expertise and position WSP as a preferred design partner for long-term federal and DoW programs. In this role, you will guide federal alternative delivery pursuits and projects from early positioning and procurement through execution and closeout. You will support go/no-go and teaming decisions, help shape capture strategy, pricing and negotiation approaches, and delivery outcomes, and promote collaboration and continuous improvement across WSP’s Alternative Delivery practice. You are an accomplished executive leader with experience shaping, winning, and delivering large, complex federal contractor-led design-build programs. You bring strategic judgment, commercial perspective, federal market insight, and delivery discipline, with the ability to align business priorities, contractor expectations, government requirements, delivery practices, and organizational processes across a matrixed, multidisciplinary environment.

Requirements

  • Minimum of 15 years of progressive experience leading contractor-led design-build projects and pursuits for federal and/or DoW clients and large, complex, multidisciplinary infrastructure or facilities programs exceeding $500 million in construction value.
  • Bachelor’s degree in engineering, architecture, construction management, or equivalent; advanced degree preferred.
  • Professional licensure, such as PE, RA, or equivalent, preferred; certifications such as PMP, DBIA, or similar credentials considered a plus.
  • Understanding of federal and/or DoW design-build contractual frameworks, including design responsibility, risk allocation, performance specifications, compliance requirements, technical reviews, approvals, security considerations, stakeholder coordination, and CPARS.
  • Demonstrated executive leadership experience across pre-award and post-award phases, including pursuit strategy, source-selection criteria, commercial negotiations, and delivery oversight.
  • Proven ability to develop and maintain senior-level client and contractor partner relationships, with a track record of originating and securing strategic opportunities, building repeat client relationships, and supporting federal market growth.
  • Strong business acumen and executive-level written and verbal communication skills, with the ability to clearly articulate complex technical, contractual, financial, and commercial concepts.
  • Entrepreneurial and adaptive leadership style, with advanced organizational and decision-making skills and effectiveness in environments requiring initiative and limited structure.
  • Active engagement in alternative delivery-related professional and federal marketplace organizations or industry forums, such as DBIA or SAME.
  • Proficiency in Microsoft Office and relevant project management, project delivery, and collaboration tools.
  • Demonstrated commitment to workplace safety, professional ethics, quality, inclusion, and compliance with company policies.

Responsibilities

  • Provide executive leadership for federal and DoW alternative delivery pursuits and projects, balancing capture strategy, teaming, proposal positioning, negotiations, phase transitions, delivery outcomes, margin performance, compliance, and risk management.
  • Lead federal business development and capture efforts in collaboration with regional and national teams, including project selection, contractor teaming, pre- and post-award work planning, RFQ/RFP interpretation, source-selection requirements, fee development, assumptions and exclusions, interview preparation, and negotiation support.
  • Provide executive oversight during project execution through periodic project reviews, proactive risk identification, contingency and recovery planning, alignment with commercial, contractual, and financial objectives, and support for favorable CPARS outcomes.
  • Engage contractor executives through regular strategic discussions and project reporting, coordinating with WSP leadership as appropriate.
  • Lead after-action reviews to capture lessons learned and contribute to firmwide alternative delivery best practices and standard operating procedures that promote continuous improvement and organizational learning.
  • Represent WSP in industry organizations and events relevant to alternative delivery and the federal marketplace, including DBIA, SAME, and targeted contractor and infrastructure forums.
  • Adhere to internal processes, ethical standards, and company policies, and perform additional responsibilities as required by business needs.
