About The Position

GFY, an SSR company, is seeking an experienced Senior Utility Coordinator / Business Development Manager to lead utility coordination and grow our utility practice across Florida. This seller-doer role pairs deep FDOT utility coordination expertise with a proven record of winning work and building lasting client relationships. You will leverage established relationships with FDOT District personnel, Utility Agency Owners (UAOs), municipalities, counties, contractors, and utility providers to identify opportunities, secure contracts, and expand GFY’s Utility Coordination, Utility Permitting, Utility Construction Management, and Utility Observation services. Candidates who have generated $500,000 to $2,000,000+ annually in new utility, permitting, or transportation-related revenue will be highly regarded.

Requirements

  • High School Diploma or equivalent
  • Minimum of 10 years of FDOT utility coordination experience.
  • Demonstrated experience managing utility coordination efforts on FDOT transportation projects.
  • Thorough knowledge of FDOT, FHWA, and AASHTO standards, policies, procedures, and reimbursement practices.
  • Proven experience with utility agreements, utility work schedules, utility permitting, and utility relocation coordination.
  • Established relationships with FDOT District personnel, Utility Agency Owners (UAOs), local governments, utility companies, and transportation industry stakeholders.
  • Demonstrated business development experience, including client relationship management, proposal development, and project pursuit activities.
  • Strong presentation, communication, negotiation, and leadership skills.
  • Proficiency with Microsoft Office Suite and Adobe Acrobat.
  • Valid U.S. driver’s license with a clean Motor Vehicle Report.

  • Experience as a Project Manager, Client Manager, Program Manager, or Principal-in-Charge on FDOT projects
  • An existing book of business with a demonstrated track record of generating new revenue

  • Active involvement in transportation, utility, engineering, or public works professional organizations
  • Professional Engineer (PE) license or related industry certifications

Responsibilities

  • Lead utility coordination across Florida while growing the firm’s utility practice as a seller-doer.
  • Lead utility coordination on FDOT, municipal, county, and transportation infrastructure projects, from conflict identification through relocation, agreements, permits, and reimbursement.
  • Coordinate with Utility Agency Owners (UAOs) to resolve conflicts and manage relocation schedules, agreements, and reimbursement processes.
  • Interpret roadway plans, utility agreements, work schedules, and contract documents, ensuring compliance with FDOT, FHWA, and AASHTO standards.
  • Lead coordination, stakeholder, and progress meetings, mentor utility coordination staff, and provide quality assurance and quality control oversight on deliverables.
  • Build and maintain strategic relationships with FDOT District personnel, municipalities, counties, utility providers, contractors, and teaming partners.
  • Identify, pursue, and win new utility coordination, permitting, construction management, and transportation opportunities.
  • Lead proposals, interviews, technical presentations, scope development, and fee negotiations, and maintain an active opportunity pipeline.
  • Represent GFY at industry conferences and professional organizations and support annual marketing and business-unit growth plans.
  • Develop scopes, schedules, budgets, and estimates; monitor performance, profitability, utilization, and client satisfaction; and oversee delivery, billings, accounts receivable, and contract administration.
