About The Position

This opportunity resides with All-Domain Operations (ADO), a business group within HII’s Mission Technologies division. All-Domain Operations comprises multi-domain operations, platforms and logistics, and intelligence operations. HII Mission Technologies is seeking a Senior Technology Security Policy Advisor to support the Anti‑Tamper Executive Agent (ATEA) at the Pentagon as part of a broader enterprise technology protection mission. This senior‑level role leads enterprise‑wide technology protection, exportability, and critical program information (CPI) strategy, contributing to policy development and protection planning that safeguard critical DoD technologies across major programs.

Requirements

  • 9 years relevant experience with Bachelors in related field; 7 years relevant experience with Masters in related field; 4 years relevant experience with PhD or Juris Doctorate in related field; or High School Diploma or equivalent and 13 years relevant experience.
  • U.S. Citizen with active TS/SCI and SAP eligibility.
  • Demonstrated expertise in technology protection, program protection, technology security policy, CPI identification, and DoD acquisition processes.
  • Strong knowledge of technology security policy (including Anti‑Tamper), threat analysis, counterintelligence principles, cryptographic/communications security, and technology maturity.
  • Excellent written and verbal communication skills, including experience briefing senior leadership.
  • Ability to manage multiple priorities and work across diverse organizations.
  • Ability to synthesize complex problems into clear, actionable recommendations.

Nice To Haves

  • Extensive experience (typically 15+ years) in defense, intelligence, acquisition, program protection, or related fields.
  • DAWIA certifications in Program Management, Engineering, or Test & Evaluation.
  • Prior support to technology protection, Program Protection, Anti‑Tamper, Executive Agent offices, or major defense acquisition programs.
  • Experience with multiple Service acquisition processes and technology protection / exportability strategies.
  • Experience with Red/Blue Team analysis as applied to technology security, exportability, or national strategy.
  • Relevant professional certifications (PMP, CISSP, CEH, GIAC, CAP, etc.).
  • Experience with Foreign Military Sales and international technology security, program protection, CPI, acquisition, or export licensing.

Responsibilities

  • Support DoD technology protection and program‑protection efforts, including policy development, exportability guidance, and enterprise‑wide technology security planning for the AT Executive Agent.
  • Advise senior DoD leadership and the broader technology protection / Program Protection Enterprise on integrating CPI, exportability, and acquisition‑security policy with evolving technology release processes.
  • Provide guidance on implementing exportability strategies related to: New and updated Executive Orders, Updated OSD (Research & Engineering) Program Protection & CPI policy (DoDI 5000.83), Updated OSD (Acquisition & Sustainment) acquisition processes including Defense Exportability Features (DoDI 5000.85).
  • Advise on CPI requirements, technology security and AT modernization efforts, compliance with DoD policy, and enterprise integration under DoDD 5200.47E.
  • Conduct CPI evaluations for non‑program‑of‑record efforts.
  • Support horizontal protection and cross‑program technology‑security analyses to identify vulnerabilities in accordance with DoDI 5230.28.
  • Develop program protection and technology security documentation, risk assessments, white papers, technical reports, and executive‑level briefings for senior leadership.
  • Advise on identification, classification, and protection of CPI across RDT&E programs in accordance with DoDI 5200.39 and other governing policies.
