About The Position

JCS Solutions is seeking an experienced and highly strategic Senior Technical Recruiter to lead full-cycle recruitment efforts for complex technical, cybersecurity, cloud, engineering, and program management positions supporting federal government contracts. This role will serve as a trusted advisor to hiring managers and executive leadership while developing and executing recruiting strategies that enable business growth and contract success. The Senior Technical Recruiter will proactively identify, attract, assess, and secure top-tier talent in highly competitive markets, including candidates holding active security clearances. The ideal candidate possesses extensive federal contracting recruiting experience, exceptional sourcing capabilities, and a proven record of successfully filling difficult-to-fill technical positions while maintaining compliance with OFCCP and other employment regulations.

Requirements

  • Bachelor's degree in Human Resources, Business Administration, Communications, Psychology, or a related field.
  • Minimum 7-10 years of progressive full-cycle recruiting experience, including at least 5 years supporting federal government contracting environments.
  • Demonstrated success recruiting for highly technical positions, including: Cybersecurity Engineers, Software Developers, Cloud Architects, DevSecOps Engineers, Systems Engineers, Network Engineers, Program Managers, Solutions Architects.
  • Experience recruiting candidates with: Secret Clearances, Top Secret Clearances, TS/SCI Clearances.
  • Advanced candidate sourcing expertise using: LinkedIn Recruiter, ClearanceJobs, Dice, Indeed, Professional Associations, Direct Networking, Boolean Search Methodologies.
  • Demonstrated experience supporting proposal and capture recruiting efforts.
  • Proven track record of successfully filling difficult-to-fill technical positions in competitive labor markets.
  • Experience managing 20+ complex requisitions simultaneously.
  • Strong understanding of federal government contracting labor categories and staffing requirements.
  • Experience utilizing applicant tracking systems and CRM platforms, JAZZHR preferred.
  • Excellent relationship management, negotiation, and influencing skills.
  • Exceptional written, verbal, and presentation communication skills.
  • Strong analytical skills with the ability to leverage recruiting metrics to drive decision-making.

  • CI or Full Scope Polygraphs preferred
  • Professional recruiting or HR certification(s) preferred, including AIRS, SHRM-CP, SHRM-SCP, PHR, SPHR, or equivalent industry-recognized credentials.

Responsibilities

  • Lead full-cycle recruiting efforts for highly specialized technical and cleared positions.
  • Develop innovative sourcing strategies to identify passive candidates in competitive labor markets.
  • Partner with business leaders to develop hiring plans aligned with organizational growth objectives.
  • Serve as the primary talent acquisition advisor to hiring managers, executives, and program leaders.
  • Consult with leadership regarding labor market trends, compensation competitiveness, and workforce planning strategies.
  • Build and maintain pipelines of cleared and uncleared talent supporting current and future contract requirements.
  • Support capture, proposal, and recompete efforts through strategic candidate identification and engagement.
  • Develop contingent candidate pipelines for key contract pursuits.
  • Partner with Business Development teams to understand anticipated staffing requirements.
  • Maintain relationships with incumbent personnel and hard-to-find technical talent.
  • Ensure an exceptional candidate experience throughout the recruitment lifecycle.
  • Promote and strengthen JCS's employment brand through networking, social media, referrals, and professional associations.
  • Represent JCS at career fairs, industry events, military transition programs, and networking opportunities.
  • Analyze recruiting metrics, identify trends, and recommend process improvements.
  • Maintain ATS data integrity and ensure compliance with internal recruiting procedures.
  • Ensure recruiting activities comply with OFCCP regulations, affirmative action requirements, EEO standards, and applicable federal and state employment laws.
  • Assist in developing recruiting policies, procedures, and best practices.
  • Build talent communities for recurring skill sets including: Cybersecurity, Cloud Engineering, Software Development, Data Analytics, Network Engineering, Systems Engineering, Project and Program Management.
  • Develop long-term sourcing strategies for critical workforce needs.
