About The Position

PBG delivers mission-focused solutions that eliminate inefficiency and power transformation for federal agencies requiring agility, security, and impact. This position will be primarily remote, although occasional hybrid (in person attendance optional) meetings may be held at the client’s site in Washington, or at the PBG Offices in McLean, VA; once or twice a quarter at the most. The option to work onsite at either the client side or the PBG office is available for those that prefer an in-person setting. Candidates must possess an active Secret clearance or be able to obtain and maintain a Secret clearance as a condition of employment.

Requirements

  • Certified TBM Executive (CTBME) certification.
  • Minimum of 5+ years of experience in TBM implementation, leading IT portfolio management, and driving cost transparency initiatives.
  • Strong expertise in IT financial management, business analysis, or cost modeling with a focus on federal agencies.
  • 5+ years of project/program management experience in Federal Civilian consulting environments.
  • Experience leading and mentoring teams of 3+ people on complex client engagements.
  • Proficiency in Microsoft Office Suite (Word, PowerPoint, Excel) and tools like SharePoint for collaboration.
  • Bachelor’s degree in business, IT, Finance, or a related field.
  • Ability to obtain SECRET Clearance.

Nice To Haves

  • Experience with Apptio, CostPerform or similar TBM cost modeling tools.
  • Master’s degree in business, IT, or related discipline.
  • Project Management Professional (PMP) certification.
  • Previous experience working with CPIC Portfolio Management Tools.
  • Familiarity or hands-on experience with Earned Value Management (EVM) and Integrated Baseline Reviews (IBR).
  • Excellent verbal, graphical, interpersonal, and written communication skills.
  • Strong analytical, problem-solving, and decision-making capabilities.
  • Team player with the ability to work in a fast-paced environment.
  • Must possess strong organizational and project management skills.

Responsibilities

  • Lead the implementation and maturity progression of the TBM methodology and framework across the agency.
  • Design, execute, and refine cost models and cost recovery mechanisms to provide transparency into IT spending and empower data-driven decision-making.
  • Develop and deliver TBM-related training and workshops to agency personnel.
  • Provide subject matter expertise on IT financial management, budgeting, and cost allocation, incorporating TBM best practices and principles.
  • Partner with technical and financial stakeholders to create actionable insights and strategic recommendations that maximize the value of IT expenditures.
  • Serve as the key advisor in leveraging tools such as Apptio, CostPerform (or similar TBM tools) to enhance financial forecasting, cost allocations, and IT portfolio management.
  • Collaborate with the client’s CPIC team to ensure alignment with the agency IT governance requirements.
  • Support the preparation and submission of IT Business Cases and IT Portfolio Summary.
  • Perform analytical support for budget formulation and execution to align IT investments with strategic priorities.
  • Facilitate responses to data calls from both the agency and OMB, ensuring accuracy and timeliness.
  • Provide investment performance tracking and reporting, aligned with TBM-informed metrics, to ensure investments deliver expected outcomes.
  • Act as a trusted advisor to senior leadership, providing effective recommendations and insights for optimizing the agency’s IT portfolio.
  • Develop and present high-impact briefings to senior executives on IT investment strategies, cost analysis, and TBM maturity progress.
  • Coordinate and oversee teams to deliver high-quality deliverables, ensuring adherence to deadlines and client expectations.
  • Engage with stakeholders across bureaus and offices to drive consensus, foster collaboration, and implement process improvements.
