About The Position

This position is within the Taxpayer Services - Customer Assistance, Relationship and Education - Program Support business unit. The duties described are for the full working level of this position. If selected at a lower grade, you will receive training to perform these duties and grow in the role. The role involves performing assignments with agency-wide scope and significant impact, conducting business reviews, participating in task forces, and performing independent analyses of program operations. It requires comprehensive planning, analysis of cost/benefit relationships, and coordination of various functions and systems. The analyst will independently study complex problems, coordinate input from external activities, and identify new work methods. Participation in cross-functional teams on nationwide initiatives, conducting studies to support operational reviews, measuring goal achievement, plan execution, directive compliance, and resource utilization are key aspects. The role involves analyzing program areas to discern trends, consolidating report data to measure effectiveness against baselines, and ensuring program achievements support strategic agency initiatives.

Requirements

  • Experience with IRS functions, programs, policies, regulations, procedures, and operations to recognize significant tax, program, compliance, financial or operational issues; interpret applicable guidance; and develop or recommend new or revised policies, procedures, corrective actions, or training products for assigned programs.
  • Applying a wide range of analytical and evaluative methods to conduct program, financial, compliance, quality, or operational reviews; identify trends, risks, and systemic issues; evaluate program effectiveness and internal controls; and develop recommendations for corrective actions and process improvements.
  • Applying principles of management planning, risk assessment, program and process analysis to develop, design, and implement new or revised policies, procedures, internal controls, review methodologies, workflows, training products, job aids, or other program improvements.
  • Applying IRS programs, policies, regulations and procedures; recognized as a technical authority in interpreting guidelines and applying them to situations, such as OMB Uniform Guidance, budgets, allowable costs, drawdowns, time/effort reporting, and/or performance measures for grant-funded activities.
  • Communicating orally to present plans, findings, risks, recommendations, and proposals to individuals and groups, including senior-level managers, executives, field employees, internal and external stakeholders, partners, and other business units including OCPO (Office of the Chief Procurement Officer); facilitating discussions and gaining cooperation in resolving conflicting or sensitive issues.
  • Communicating in writing to prepare comprehensive reports, technical guidance, decision documents, review findings, corrective action recommendations, policies, procedures, job aids, training materials, and executive-level briefings; documenting findings and conclusions to support management decisions.
  • One year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service.
  • Current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate (Time After Competitive Appointment - TACA).

Responsibilities

  • Performs assignments that are agency-wide in scope and have significant impact on issues facing the operating unit.
  • Conducts Business Reviews of field and headquarters offices, serves on task forces or study groups, and performs independent analyses of area or nationwide program operations.
  • Comprehensively plans, analyzes, determines cost/benefit relationships, and coordinates a variety of functions, operations, teams, or interfacing administrative systems.
  • Independently studies complex problems facing operating unit functions or those of particular concern within specialized areas of the organization, which may require coordinating input from activities outside the division and identifying new methods of performing work.
  • Participates with cross-functional representatives on nationwide initiatives.
  • Conducts studies and analyses to support operational reviews, measure achievement of goals, execution of plans, compliance with directives, and utilization of resources.
  • Analyzes assigned program area(s) to discern trends in program delivery.
  • Consolidates report data to measure effectiveness in meeting baselines or the degree to which program plans and achievements support strategic agency initiatives.
  • Provides technical guidance and serves as a program, policy and tax law expert to interpret requirements, resolve critical or unusual issues, prepare decision packages and studies, and develop major recommendations affecting program operations.
  • Leads or coordinates cross-functional teams and works with IRS business units, field operations, contractors, partners, and external stakeholders to resolve program issues, establish consistent standards and controls, implement corrective actions, and improve program accountability and operational consistency.
  • Analyzes program problems, coordinates cross-functional input, identifies new methods, and plans and coordinates functions and systems.
