About The Position

The Department of Economic Security (DES) is seeking an experienced and highly motivated individual to join their team as a Senior Recruiter. This position, recognized as an expert in Human Resources with specialized expertise in Talent Acquisition, will work with all administrations within the Division of Benefits and Medical Eligibility (DBME). The role offers the potential for remote work within Arizona, based on business needs and performance. DES focuses on strengthening individuals, families, and communities for a better quality of life and is looking for committed individuals who value service, community, and teamwork.

Requirements

  • Knowledge in Federal and State laws, rules, regulations, policies and procedures related to work assignment.
  • Knowledge in current principles, practices and methods used in the administration of an HR program to include: Talent Acquisition.
  • Knowledge in recruitment trends and best practice guidelines for the selection process.
  • Knowledge in diverse sourcing methods (job board, social media, etc.).
  • Skills in developing innovative approaches for tapping into new sources of applicants.
  • Skills in communicating effectively through oral and written mediums.
  • Skills in establishing priorities among conflicting needs with limited resources.
  • Skills in using Google, Human Resources Information System (HRIS), Applicant Tracking Systems (ATS), Performance Management software and various software to monitor and track human resources actions.
  • Ability to handle high volume staffing for hard-to-fill positions.
  • Ability to network and build relationships with professionals outside the organizations.
  • Ability to review issues and make well-reasoned and fully supportive recommendations within the framework of laws, rules and regulations.

Nice To Haves

  • Bachelor’s Degree in Human Resources or closely related field and two (2) years’ experience as an Intermediate Human Resources Analyst or equivalent experience.
  • Relevant HR Certification.

Responsibilities

  • Offering guidance and collaboration with hiring managers to develop and execute staffing plans and activities to hire qualified individuals.
  • Composing announcements and prepare requisitions in Talent Acquisition.
  • Consulting and participating on panels or proctor testing/skills assessments when needed.
  • Conferring with Division position control specialist to confirm vacant position numbers are in the proper classification and ensure that staffing efforts maintain established headcount.
  • Attend job fairs in cooperation with Human Resources Administration (HRA) for recruitment of vacant positions.
  • Providing management and employees with interpretation of Arizona Administrative Code (A. A. C.), Department/Division Policies and Procedures, Employment Law and Federal Laws; ensuring consistent application and compliance with such rules and policies.
  • Preparing a wide variety of reports, tracks and maintains data.
  • Assist in the development of Talent Acquisition related policy and procedures.
