About The Position

The Naval Undersea Warfare Center Keyport Division (NUWCDIVKPT) Detachment Pacific (Code 04/TDC) functions as NUWC’s forward presence in the Middle Pacific, Guam, and Western Pacific (WESTPAC) providing Detachment/Site Management in accordance with the Commanding Officer's (CO) letter of delegated authority to provide for program management, planning, policy, and execution of assigned programs and facility operations at the Detachment; monitor Safety and Occupational Health (SOH), physical and information security, personnel administration, including Equal Employment Opportunity (EEO) and professional development and morale, environmental compliance, appropriate interaction with all levels of Government and public affairs functions, site and area coordination for emergency preparedness, facilities management and space utilization, site material readiness, proper use of Government equipment and proper expenditure of funds, and adherence to good management practices and controls; manage the Detachment/On-Site Office (OSO); perform Navy programs duties under authority; manage military personnel allowance in accordance with Navy regulations, including Article 15 authority (non-judicial punishment); and serve as the Command's representative to the local installation CO or facility host in negotiating for utilities, security services, and facility maintenance. Divisions supported within this task are Hawaii Fleet Test and Operational Assessment Division (Code 24), Pearl Harbor Torpedo Division (Code 34), and Fleet Technical Support Division (Code 45). Reporting to the Program Manager, the Seniro Operations Research Analyst provides senior-level technical, analytical, and administrative test and evaluation (T&E) support for current U.S. Navy Undersea Warfare (USW) Combat and Weapon Systems, with primary emphasis on serving as the Combat System Ship Qualification Trials (CSSQT) AEGIS Technical Lead. The position leads the technical planning, coordination, execution, analysis, and reporting of surface-ship USW Combat System test events involving the AN/SQQ-89A(V)15 Sonar Suite, AEGIS Combat System, auxiliary equipment, weapon systems, and associated combat system interfaces for the Naval Undersea Warfare Center (NUWC) Keyport Hawaii Detachment under Performance Work Statement (PWS) 2.8, USW Combat Systems Technical and Administrative Test and Evaluation Support. The Senior Operations Research Analyst serves as the principal technical point of contact for assigned test events and works directly with Government leadership, shipboard personnel, system subject matter experts, engineers, and multidisciplinary test teams. The role supports CSSQT aboard U.S. Navy ships and Foreign Military Sales AEGIS-equipped surface ships for Program Executive Office Integrated Warfare Systems, as well as Developmental Testing (DT), Integrated Testing (IT), Operational Testing (OT), and other shipboard test requirements. Working with a high degree of independence, the analyst provides technical direction to the test team, reviews analytical products, develops findings and recommendations for U.S. Government stakeholders, and mentors junior and mid-level analysts. This position requires participation in Government-provided training to qualify in required Training Qualification Standard (TQS) areas. Travel and extended underway support aboard U.S. Navy ships are required (approximately 50 percent) on the Hawaii Detachments Support Services contract. This position is located in Joint Base Pearl Harbor-Hickam, HI.

Requirements

An active secret clearance is required to be considered for this position.
Bachelor of Science degree from an accredited university in Operations Research, Mathematics, Statistics, Engineering, Physics, Acoustics, Ocean Engineering, or a related quantitative or technical field is preferred. In lieu of a degree, additional years of directly relevant experience and possession of at least one of the following U.S. Navy Enlisted Classification (NEC) codes may be accepted when consistent with contract requirements: V52B – AN/SQQ-89(V)15 Sonar System Level II Technician; V55B – AN/SQQ-89A(V)15 Surface Ship USW Combat Systems Maintenance Technician; or V55B – AN/SQQ-89A(V)15/EC204 Surface Ship USW Combat Systems Journeyman.
Four (4) years of experience in AN/SQQ-89 Combat System Subject Matter Expert (SME).
Seven (7) years of experience in Operations research, data analysis, systems analysis, U.S. Navy USW Combat Systems, or a related technical field.
Two (2) years of experience in Work Center Supervisor, Leading Petty Officer, Leading Chief Petty Officer, or a comparable Navy Technical Leadership Position.
Two (2) years of experience in AN/SQQ-89A(V)15 Sonar Suite, ACB15 or Later Configurations During Last Five Years.
Willingness and ability to complete required TQS qualifications within specified onboarding timelines and support travel and extended underway requirements of approximately 50 percent, including ship-riding.
Must possess basic computer literacy and data entry skills.
Demonstrated proficiency in Microsoft Office applications (to include MS Word, Excel, PowerPoint, etc.).

Nice To Haves

Prior qualification or demonstrated experience serving as a CSSQT AEGIS Technical Lead, Assistant AEGIS Technical Lead, or in a comparable senior combat system T&E leadership role.
Experience working with all currently installed AEGIS combat system baselines, the AN/SQQ-89A(V)15 Sonar Suite, and associated USW Combat System interfaces.
Prior experience leading or supporting CSSQT, DT, IT, OT, at-sea testing, shipboard operations, live-fire events, data reconstruction, technical reporting, or performance assessments of U.S. Navy Combat Systems.
Prior experience with U.S. Navy sonar systems, sonar analysis, USW tactics, or combat system T&E.

Responsibilities

Serves, upon qualification, as the CSSQT AEGIS Technical Lead and principal technical point of contact for assigned surface-ship USW Combat System T&E events, providing technical direction and coordinating activities among Government personnel, shipboard leadership, system subject matter experts, engineers, analysts, and multidisciplinary test team members.
Leads test planning by evaluating ship configurations, AEGIS Combat System baselines, system readiness, test requirements, scenarios, target geometries, instrumentation, personnel, equipment, and other resources required for safe and effective test execution.
Leads and conducts technical analyses, performance assessments, and data reconstruction while overseeing the planning, execution, analysis, reporting, and systems engineering of surface-ship USW Combat System T&E events involving the AN/SQQ-89A(V)15 Sonar Suite, AEGIS Combat System, auxiliary equipment, weapon systems, and associated combat system interfaces.
Leads and supports shipboard and at-sea test execution, including equipment operation, maintenance and troubleshooting, test instrumentation, data collection, and live-fire events in accordance with approved test plans, Navy procedures, and safety requirements.
Applies advanced operations research techniques, statistical methods, modeling tools, and quantitative analysis to reconstruct test events and evaluate sonar detection, classification, localization, tracking, tactics, system performance, combat system interoperability, and operational effectiveness.
Leads the development and technical review of analytical reports, briefings, data products, findings, conclusions, and recommendations for Government stakeholders to support system performance, operational readiness, deficiency resolution, and future test requirements.
Leads continuous improvement by reviewing and developing T&E processes, procedures, equipment, and analytical methodologies while providing technical guidance and mentorship to junior and mid-level analysts supporting test execution, analysis, reporting, and qualification requirements.
Participates in Government-provided training to qualify in required TQS areas, assists with task planning, cost estimates, and bid and proposal efforts as requested, and performs other duties as assigned.
